Hiring Range: $56,222.40 - $71,416.80/Year. It is anticipated the hiring rate offered will be /- the midpoint range depending on qualifications. Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team This position will monitor daily activities of the purchasing function including evaluating needs, conduct research to find the best product and establish a timely supply, and maintain compliance of the procurement process at all times, while under the general supervision of the Procurement Services Manager to ensure the timely and accurate processing of PCCA supply and service requests. ESSENTIAL FUNCTIONS Participates in the purchase of equipment, materials, services and supplies Develops specifications and other necessary documents related to the purchasing of equipment, materials, services and supplies in both formal/informal and cooperative purchasing needs for the organization Serves as a liaison with cooperative purchasing programs Evaluate and analyze purchasing needs and trends to identify adequate supply and purchasing costs using supply requests for goods and/or services from PCCA Staff Creates requisitions Maintains contact with vendors; keeps informed of new products, market conditions, and current prices; monitors and evaluates vendor performance Confers with PCCA Staff to determine purchasing needs, specifications, areas of standardization and special problems Coordinates purchasing activities with PCCA Staff Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action Serves as liaison on matters relating to substitutions, equivalents, delivery schedules, and vendor problems Maintains all reporting to cooperative purchasing programs Maintains all reporting to Texas Ethics Commission Performs other related duties as assigned CPR certified or the ability to become CPR certified within the first year of employment Tier 3 status designation CANDIDATE PROFILE The preferred candidate for this position should be organized, thorough, and able to multi-task in a fast-paced environment with a focus on maintaining optimal integrity in support of the PCCA. They must possess the following: EDUCATION & CREDENTIALS Bachelors Degree from an accredited college or university with a major in business or public administration, purchasing, materials management, accounting or a closely related field or a minimum three years procurement, inventory or accounting experience Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment Valid drivers license EXPERIENCE & JOB KNOWLEDGE Strong interpersonal skills to work with team members and suppliers Negotiation skills to work with suppliers and make better deals for the company An understanding of purchase order software platforms Basic accounting procedures and practices Ability to work with a team Customer Service Organization and time management Research and deductive reasoning Cost/price analysis Be able to work well with others Maintain good employee relations and encourages and fosters a helpful environment where teamwork prevails Ability to maintain supply chain control of inventory process according to Procurement procedures Ability to solve practical problems and deal with a variety of situations in order to maintain compliance with governing statute, Port Procurement Policy and procedures related to purchasing function Tactfully and skillfully obtain the proper materials and services in a timely manner for a fair and reasonable price Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form Be able to handle multi-tasks Ability to handle multiple tasks from inception to completion, open and willing to take on challenges with ability to set priorities, take initiative and exercise sound independent judgment Be detail oriented Detail oriented and creative with solid problem solving and decision-making skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations Ability to write reports, business correspondence, and procedures manuals Ability to effectively present information and respond to questions from PCCA staff on all levels, vendors, customers, and the general public Proficiency in MS Office, including Word and Excel, Outlook and other related applications Ability to understand, interpret and apply PCCA policies, SEAPORT values, state/federal laws Three years of experience in relation to the areas or duties outlined above ESSENTIAL PHYSICAL JOB FUNCTIONS Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation Must be able to walk and stand on level and/or inclined, climb stairs, ramps, ladders and work stands.
