Headquarters, NASA is Hiring a Deputy Associate Administrator Programs Near Wallops Island, VA

The Deputy Associate Administrator (DAA) for Programs reports directly to the Aeronautics Research Mission Directorate (ARMD) Associate Administrator (AA). The DAA for Programs leads program formulation, integration, evaluation, capturing lessons learned and program management best practices, and provides authoritative inputs to the AA for sound decision-making in that regard.

Qualifications:

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

EXECUTIVE CORE QUALIFICATIONS:

ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in project/program management, including leading project/program formulation, budgeting, scheduling, execution, integration, and evaluation for aeronautics research.

Responsibilities:

This position reports to the Aeronautics Research Mission Directorate Associate Administrator. The Deputy Associate Administrator Programs:
  • Advises the AA on all aspects of program and technical planning and evaluation in support of aeronautics research. Provides authoritative presentation of ARMD matters to the NASA Administrator and other senior leaders within and external to NASA.
  • Translates portfolio and budget guidance into critical commitments, Program requirements and constraints, and oversees all aspects of program development, implementation, and evaluation. Provides insight to the ARMD AA on program and project execution. Leads multi-program integration and risk management to ensure critical commitments are achieved. Sets program policies and best practices and tracks lessons learned.
  • Tracks and oversees resolution of inter-Program requirements changes due to budget priorities, objectives and constraints. Oversees actions as directed to respond to portfolio and budget adjustments. Oversees strategic resource analyses to understand trends and issues.
  • Provides guidance and serves as the Office of the Associate Administrator (OAA) lead for ARMD Risk Leadership Team, ensuring teams are strategically and tactically focused to produce high quality ARMD products. Sets schedules and objectives that reflect OAA requirements. Provides feedback and mentoring on team performance and provides individual performance and training requirements input to team members.
  • Participates with other senior NASA officials in program reviews and the development of agency program management policy. Represents the ARMD AA and serves as a member of the Baseline Performance Review.
  • Acts for and represents the ARMD AA in performing the above duties in the AA's absence.
