Job Opening: The Department of Environmental Protection seeks applicants for two (2) Environmental Analyst III - Remedial Project Managers (RPM) within the Bureau of Waste Site Cleanup (BWSC), in the Division of Federal Grant Programs to perform the following duties:
The Environmental Analyst III will serve as Remedial Project Manager and/or assistant RPM for Massachusetts Federal Waste Sites managed under CERCLA by EPA, the Department of Defense (DOD), and/or MassDEP. These sites may include National Priorities List (NPL) sites where EPA, DOD or other responsible party (RP) is the lead entity performing the assessment/response actions; NPL sites where MassDEP has assumed responsibility for long-term operation, maintenance, and monitoring; or Formerly Used Defense Sites managed by DOD. The Federal Sites to be managed may include hazardous waste sites and munitions response sites. Depending on workload considerations and the qualifications of the successful candidate, the EA III may serve as assistant RPM for one or more sites managed by another RPM and may serve as RPM for one or more sites.
Duties will include review of technical reports and legal documents, participation in site team meetings, and periodic oversight of field activities to ensure that the planned and performed assessment and response actions are adequate and sufficient to meet the stated objectives and the requirements of federal and state statutes, regulations, and guidance. Responsibilities will also include preparing written comments; discussing comments at project meetings; preparing and providing project briefings for BWSC management; and working collaboratively with internal and external project stakeholders to accomplish project objectives. The EA III will work under the supervision of more experienced staff and will help to ensure that the state’s interests in assessment and cleanup of federal sites are represented.
- Serve as RPM and/or assistant RPM for multiple Massachusetts CERCLA Sites and/or FUDS sites.
- Review and evaluate work plans, sampling plans, and quality assurance project plans (QAPPs) to determine whether the objectives and scopes of work are appropriate and reasonable for the site.
- Review and evaluate environmental data and data submittals to determine whether assessments and/or response actions meet stated objectives and CERCLA requirements, and to determine whether the data provided support the conclusions presented in the submittals.
- Review and evaluate technical reports including, but not limited to CERCLA Remedial Investigation (RI), Human Health Risk Assessment (HHRA), Ecological Risk Assessment (ERA), and Feasibility Study (FS) Reports to ensure the adequacy and completeness of site characterization and risk assessments and the adequacy of remedial alternatives development, evaluation, and remedy selection to meet the requirements of CERCLA and substantive requirements of the MCP.
- Review and evaluate legal documents including Notices of Activity and Use Limitations, Superfund State Contracts, and Consent Decrees to determine whether they adequately convey the requirements of CERCLA remedies and decision documents, including technical requirements, and the rights and responsibilities of all parties to the agreement.
- Perform limited field oversight of investigation and remedial response activities at federal sites to monitor progress and methods and ensure compliance with project plans.
- Prepare written comments to convey findings of document reviews and other oversight activities. Provide verbal comments during meetings with internal and external project team and stakeholders.
- Work with MassDEP attorneys and other DEP colleagues to identify applicable or relevant and appropriate requirements (ARARs) for consideration in the CERCLA RI/FS and remedy selection processes.
- Work with MassDEP supervisor and Federal Sites Program management to identify and represent MassDEP’s interests to federal partners to ensure that federal sites are adequately regulated in accordance with CERCLA and the MCP, and that selected response actions are protective of human health and the environment.
- Work collaboratively with internal and external project stakeholders (i.e. DEP regional or other bureau staff, EPA, DOD, environmental consultants, other state and federal agencies) as necessary to ensure appropriate remedial actions are conducted at federal sites.
- Assist in procurement of contractors to perform remedial action operation, maintenance, and/or monitoring at state-managed CERCLA sites and/or to assist in evaluation of technical reports prepared for federal-lead sites.
- Direct and provide oversight of MassDEP contractors selected to perform operation, maintenance, monitoring, and/or other site/remedial investigations at state-managed CERCLA sites and/or to assist in evaluation of technical reports prepared by others for federal-lead sites. Work includes developing technical scopes of work, direction of work, monitoring of schedule and budget, and review of technical reports submitted.
