The Position

RISK MANAGEMENT SPECIALIST (Part-Time)
A 9.5% general salary increase will be applied to the current salary listed, effective July 14, 2024.

The Human Resources / Risk Management Agency currently has multiple vacancies for
PART-TIME positions for the Risk Management Specialist Classification within our Risk Management Division.
Under direct supervision, the Risk Management Specialist performs a variety of responsible and specialized risk management clerical and administrative duties, that are time sensitive and confidential in nature, in the support of the daily operations of Risk Management Division; in one or more of the following areas: workers’ compensation, general liability, subrogation, and safety.

These positions will be heavily focused on, but not limited to:
  • Reviewing Certificates of Insurance for compliance of City contract and agreement requirements.
  • Advising City departments and recommending insurance requirements for City contracts, professional services agreements, purchase orders, projects that require builder's risk insurance, and permits, based on established City policies and procedures.
  • Contacting vendors, agents and broker to request insurance documents.
  • Assisting in resolving insurance issues among City departments, vendors, insurance agents and brokers.

This recruitment will result in an part-time eligibility list, which will be used to fill the current part-time vacancies and any future part-time vacancies within this classification. If opportunities arise, part-time employees may be scheduled to work up to 29 hours per week and are not eligible to participate in the City's health insurance or retirement plans.

Examples of Essential Functions

  • Performs a variety of administrative tasks related to risk management and in support of the Risk Management Division, workers’ compensation, and general liability programs.
  • Receives, enters, and processes new workers' compensation claims.
  • Receives and processes new subrogation claims, assembles police reports and requests information from departments; works with third party administrator, reconciles damage billing and recovery and prepares packages for small claims court.
  • Responds and provides assistance to inquiries from employees, management, outside agencies, and the public.
  • Assist in the research, data compilation and entry, and preparation of reports and spreadsheets.
  • Conducts and/or facilitate a variety of routine tasks and ongoing tasks related to assigned area.
  • Compiles, tracks, monitors and audits a variety of risk management related data, including and not limited to liability claims, property damage, certificate of insurance, licensing requirements, and driver safety compliance.
  • Organizes, reviews and prepares materials for orientation, training and other related workshops; and assist in the scheduling and coordination with other professional staff; and may assist in training of other City staff on Risk Management systems.
  • Assists in conducting studies and research on a broad range of risk management issues.
  • Compiles data for federal and state reporting requirements, as assigned.
  • Responds to Department of Transportation requests pertaining to past employees.
  • Assists in the auditing and reconciliation of risk management programs in any of the assigned areas.
  • Assists in responding to court orders, subpoenas, and Public Records Act requests including preparing files for records destruction.
  • Reviews certificates of insurance for compliance of City contract and agreement requirements.
  • Schedules work-related pre-employment medical exams, drug testing, and other related appointments with the City’s occupational medical clinic.
  • Serves as a primary backup to staff assigned to front desk as well as other clerical and administrative staff as needed.

Qualification Guidelines

Education: Equivalent to an Associate’s Degree in Risk Management, Human Resources, Business Administration, or a closely related field.
Experience: One (1) year of administrative or technical support experience in risk management, human resources, or closely related field. An equivalent of a Bachelor’s degree within Risk Management, Human Resources, Business Administration, or closely related field may be substituted for all but 6 months of the required experience.


Desirable:
Bachelor’s Degree in Risk Management, Human Resources, Business Administration, or a closely related field. Prior experience reviewing Certificates of Insurance for compliance of contract and agreement requirements in a municipal setting.

Acceptable forms of proof include Unofficial Transcripts, Official Transcripts, Photos and/or Photocopies of Institutional Degrees/Certifications.
