The City of Mankato is a qualifying employer of the Student Loan Forgiveness Program. 
SALARY BASED UPON QUALIFICATIONS
Associate Civil Engineer: $36.91 to $50.23 Hourly / $76,772.80 to $104,478.40 Yearly
Senior Civil Engineer: $43.86 to $59.82 Hourly / $91,436.80 to $124,425.60 Yearly
MINIMUM QUALIFICATIONS:
For hire as an Associate Civil Engineer:
  • Bachelor's degree in civil engineering, and two (2) years of professional experience
  • Must possess a valid driver’s license and be able to drive in the state of Minnesota.
For hire as a Senior Civil Engineer:
  • Bachelor's degree in civil engineering, and four (4) years of progressively responsible civil engineering operations experience.
  • Registration as a Professional Engineer in the State of Minnesota.
  • Must possess a valid driver’s license and be able to drive in the state of Minnesota.
 Nice to Have:
  • Desire to support environmental projects that include major improvements to the wastewater treatment system at the City’s Water Resource Recovery Facility, improvements to the water supply system, wetland restoration and storm water management.
ABOUT THIS P0SITION
The City of Mankato is seeking a Civil Engineer with focus on Environmental Engineering. This position is a full-time, benefits earning position.
 
Upon hire, the candidate will either be classified as an Associate Civil Engineer or Senior Civil Engineer dependent on meeting the qualifications established in each job classification.

As a Civil Engineer, you will plan, design, solve problems, and work with all service areas within the organization. Our engineering team has worked on some unique projects which include the expansion of the Mayo Clinic Event Center, Vetter Stone Amphitheater, and remodeling Franklin Rogers Ball Field. Upcoming projects include major improvements to the wastewater treatment system at the City’s Water Resource Recovery Facility, improvements to the water supply system, wetland restoration and storm water management, and installation of a historic bowstring truss bridge. As a Civil Engineer with the City of Mankato, you will collaborate with many departments within the city to build the infrastructure that provides for the safety and health of the public while allowing ease conveyance. This position collaborates with members of the Engineering team and other employees throughout the city.
NATURE OF WORK
Under general direction of the Assistant City Engineer, this position supervises and performs professional engineering functions in field and office, including major design projects or major construction projects; designs and inspects municipal public works facilities and systems; conducts studies and makes recommendations for, and monitors and maintains such systems as assigned; and possesses superior knowledge and experience in engineering design principles.

  • Supervise technicians in developing detailed plans and specifications related to public works or utilities projects, such as street improvements, roads, bridges, sewer and storm drains, water lines and related facilities.
  • Write specifications, cost estimates, and contract documents for major construction projects.
  • Supervise engineering inspections of public works and utilities construction done on contract.
  • Perform or supervise the testing of materials.
  • Prepare engineering reports on the progress and completion of contract construction.
  • May supervise or direct the conduct of field surveys preliminary to project proposals. 
  • Secure data, prepare reports and presentations for conferences and public hearings on proposed projects.
  • Design and inspect municipal public works facilities and systems.
  • Conduct traffic studies relating to signage, pavement markings, and construction work zones, and prepares related reports.
  • Conduct traffic counts and various parking monitoring.
  • Conduct warrant studies for placement of traffic control devices.
  • Operate traffic signal computer and maintains signal database.
  • Set and monitor traffic signal monitoring.
  • Issue permits (such as, curbcut permits, moving permits for buildings and oversized vehicle loads).
  • Assist the planning and engineering departments with review of plans for compliance with applicable codes and standards.
  • Assist in the evaluation of city utility facilities.
  • Perform regulatory research in support of maintenance applicable codes and standards for the organization.
  • Perform physical and mental demands and work environment requirements for this position.
  • Attendance during regularly scheduled work hours and outside regular hours as necessary.
  • Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and community customers.
  • Performs other related work as assigned or apparent.
In the position as a Senior Civil Engineer, you will be responsible for the above duties as well:
  • Manage professional and support staff by prioritizing and assigning work; conduct performance evaluations; ensure staff are trained; ensure that employees follow policies and procedures; maintain a healthy and safe working environment; and make hiring, termination, and disciplinary recommendations for assigned program personnel.
  • Ensure that professional and support staff meet deadlines and address community members' needs.
  • Perform engineering calculations on major construction projects by analyzing conditions to appropriately size infrastructure installations.
  • Perform professional level engineering review of private development and permit submittals.
  • Assist with the coordination, preparation, execution, and completion of short- and long-range capital improvement plans.
  • Prepare construction specifications and special provisions for contract bidding documents.
  • Coordinate contract closeout, as-built surveys, and commissioning inspections.
  • Prepare project documentations and correspondence and generate work certifications and payment vouchers.
  • Review and determine costs associated with proposed contract changes, work orders, and/or supplemental agreements.
  • Ensure project compliance with necessary requirements.
  • Establish long-term strategies and planning for public works projects.

This position typically works Monday - Friday from 8:00 a.m. to 4:30 p.m. Evening, weekend, and overtime hours may be required as necessary. Must have the ability to field calls after hours as needed.
