Job purposeThe overall purpose of the Director of Transitional Housing Programs is to provide administrative and managerial oversight; including program development, organizational development, budget development, grants compliance, quality assurance, public relations and marketing for the Transitional Housing Programs.Qualifications
  • Master’s degree in Human/Social Services is strongly preferred although a Bachelor’s degree with the right experience may be considered
  • Ten or more years of related experience and/or training in a veteran’s or homeless setting which demonstrates the skill, knowledge and abilities needed to perform the duties and responsibilities listed above
  • Valid Wisconsin driver’s license in good standing
Duties and responsibilities
  • Provide oversight to four programs in Southeastern Wisconsin providing holistic services to homeless, low-income, and disabled veterans. Programs include:
    • VETS Place Central (VPC)
    • Boudicca House
    • SRO Programs at VETS Place Central and VETS Place North
    • Supportive Services at Veteran’s Manor
  • Ensure compliance of all transitional housing programs with all federal, state, and local statutes and regulations, including regulations for the US DVA Grant & Per Diem, GPD Per Diem only (GPD-PDO), and assist Transition-in-Place (GPD-TIP) programs
  • For all programs, provide budget oversight of expenditures/costs and approve expenditures
  • For all programs, determine the need for maintenance, repairs, and furnishings
  • Approve vendors and labor for program needs
  • Develop and monitor external; agency contracts
  • Manage up to seven case managers with a total responsibility of up to 20 employees
  • Report to the VP of Housing and Development quarterly on program performance
  • Evaluate program operations and develop strategic planning for improvement
  • Research, develop, and implement policies and procedures for all programs in area of responsibility
  • Coordinate internal operations between programs
  • Assist in preparation and ensure compliance with program budgets
  • Supervise purchasing and all vendor contracts
  • Assist in drafting proposals in conjunction with planning and research to finalize and submit new applications
  • Design administrative systems to ensure goals are met
  • Conduct veterans intake evaluations to determine program eligibility and enroll as necessary
  • Establish rapport with veterans and convey important program information prior to enrollment
  • Administer comprehensive screening and assessment tools to determine the level of need
  • Make judgments using GPD models to determine the priority of need
  • Categorize veterans in GPD models based on program guidelines
  • Attend monthly meetings to provide CoC partners updates on homeless veteran housing status
  • Support goals of the Center for Veterans Issues, Inc. (CVI) by working at events such as Stand-down, Military, and Veteran Family Day at the Zoo, Point-in-time, and the various CVI fundraisers
  • Other duties as assigned or requested
