POSITION SUMMARY

The GIS Senior Specialist performs difficult skilled technical work maintaining computer system databases, map drafting and related technical work. Responsible for the development and maintenance of the Town’s Geographic Information System (GIS). Collect, create, and edit utility data to be used in new and existing databases and graphics. This position supports all departments of the organization with various tasks. Work is performed under the limited supervision of the Director of Engineering and Capital Projects.

ESSENTIAL FUNCTIONS

• Development of GIS applications, processes, and procedures aimed at improving GIS data production and maintenance applications used by staff. Update and create databases and shapefiles of projects results, primarily with ArcGIS Desktop and ArcGISPro.

• Use source data such as construction as-built drawings, compliance records, and field collected resources to keep data current. Review and interpret utility as-built drawings for accuracy and to identify current utility distributions systems and attributes. Digitize and attribute utility system facilities (water, sewer, storm).

• Produce high quality maps and data visualizations in both hard copy and digital formats for both public- facing and internal projects to help understand and navigate town utility and roadway systems.

• Respond to data and mapping requests by performing spatial queries on existing datasets and by synthesizing new datasets from various data sources.

• Quality control spatial locations and facilities and utility attributes adhering to defined requirements.

• Create processes and tools for mobile user of GIS for data collection and consumption. Assist with training and support for internal ESRI Portal and ESRI Mobile Suite users.

• Assists general public and other town departments with mapping and land transaction inquiries. Review of right-of-way permits for conflicts with town utilities. Review plats and easements for recordation. Research deeds, plats and other legal documents to clarify / verify information accuracy.

• Ability to handle multiple projects, tasks, and deadlines simultaneously without compromising quality of work. Coordinating project meetings, schedules, and work for multiple projects.

• Other duties as assigned.

KNOWLEDGE , SKILLS, AND ABILITIES

Thorough knowledge of Geographic Information System (GIS) technology and applications; thorough knowledge of Esri’s ArcGIS Desktop software suite as it pertains to local government in land development and transportation; thorough knowledge of management and coordination of Geographic Information System (GIS) mapping projects; familiarity with utility GIS datasets; thorough knowledge of the capabilities of automated mapping and geographic information processing systems; thorough knowledge of cartographic principles, automated mapping, GIS database design and structure; thorough knowledge of GIS hardware and software components, data communication and network methods and techniques; general knowledge of standard office procedures, practices and equipment; strong critical thinking and problem- solving skills with outstanding attention to detail; ability to communicate effectively in oral and written form; ability to understand and follow detailed oral and written instructions and sketches; ability to deal tactfully and courteously with the public; ability to establish and maintain effective working relationships with

associates, customers, private agency officials, and the general public; discretion when dealing with confidential information.

EXPERIENCE/EDUCATION

• Extensive knowledge in ESRI line of products (ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Survey 123, ArcGIS Mobile, Web App Builder).

• Familiarity with programming and scripting languages (e.g. Python, Java, HTML, JSON, GeoJSON, XML).

• Proficient skills with standard office software including Microsoft Office Suite, and related equipment.

• Bachelor's degree in Geographic Information Systems, Geography, Computer Science, Engineering or related field.

• Master’s degree in Geographic Information Systems, Geography, Computer Science, Engineering or related field, preferred.

• Five (5) years or more of GIS related experience.

PHYSICAL REQUIREMENTS

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires speaking or hearing and occasionally requires standing, walking, sitting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work has occasional exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
