Job Overview:
Rolka Loube is seeking a Strategic Policy Advisor to join our team. Rolka Loube is a program management company highly regarded for its integrity, responsiveness, accuracy, and fair prices. This is a hybrid remote/in-office position, with much of the work being able to be performed remotely but with some requirements to attend strategic in-person sessions in our offices, client meetings outside the Harrisburg area, and attend other off-site meetings with service providers or an advisory committee.
Salary Range: $135,000 - $165,000 per candidates experience.
Position Description Responsibilities and Duties:
  • Analyze existing policies, laws, agency guidance and regulations to identify policy gaps or inconsistencies.
  • Assess policy impact and identify opportunities for recommending policy improvements to the government client.
  • Conduct quantitative analysis on data available and identify best practices and suggest policy changes based on findings.
  • Gather and analyze information to assist in the planning, development, and interpretation of government, agency and industry policies and guidance.
  • Identify, research, and develop short- and long-term policy priorities to assist in the formulation of strategic policy, government policy guidance, and prioritization of activities for operational implementation.
  • Work with other Rolka Loube teams, such as Operations, IT, and Legal to ensure that Rolka Loube is properly implementing government client policies.
  • Prepare written narrative and analytical reports, memoranda, summaries, and policy and research findings for review and approval.
  • Brief stakeholders on relevant issues, via facilitated discussions and full reports.
  • Conduct research and statistical analysis of policy issues, emerging technology and industry trends.
  • Act as a team member supporting government clients. Develop agendas, create presentation materials, track meeting notes/minutes, liaises with group members, assemble panels of experts, and provide administrative support.
  • Engage in industry outreach to increase knowledge of trends in applicable areas including emerging technology, strategic government policy and government initiatives.
  • Design standard forms and procedural manuals, as well as related materials, to be utilized when collecting data (e.g., questionnaires, charts, and graphs).
  • Perform other related duties as assigned.
Requirements:
  • Bachelor's Degree Required. Preferred in one of the following fields or related studies: Public Affairs/Public Policy, Economics/IT/Business, Political Science/International Affairs
  • Minimum of 8 years' experience in relevant field (Will consider less experience with higher degree)
  • Proven track record of showing initiative
  • Proven track record of being a strategic thinker
  • Proven experience working with the Americans with Disability Act Agenda (ADA) or one of the priority areas:
  • Delivering Excellent, Equitable, and Secure Government Services and Customer Experience
  • Managing the Business of Government
  • Administration of a Government funding program
  • Strong critical thinking and problem-solving skills
  • Exceptional research, analysis and writing skills
  • Strong verbal presentation skills
  • Awareness of US public policy
  • Demonstrated ability to write clear, concise text
  • Research experience in public policy and government affairs
  • Ability to work in a team environment
  • Interest in a career that requires regular writing assignments
  • Candidates should also be self-motivated and self-starting
  • Strong organizational and inter-personal skills
