CLASSIFICATION: Diversity and Workforce Development Officer (DEI)

PAY GRADE: $62,448.00 - $77,319.83 Annually

$4,000 Recruitment Bonus! Payable in 3 installments (at hire, 3 months, and 6 months)

SCCMHA’s CEO is seeking an experienced, strategic, committed leader who can provide insight and perspective in overseeing important DEI initiatives at SCCMHA.

The current Strategic Plan includes several focus areas that will rely in part on the dedicated work of the Diversity and Workforce Development Officer (DWFO) to foster an inclusive, equitable, and fulfilling environment for staff.

The Diversity and Workforce Development Officer (DWFO) is expected to begin work by December 2023.

Position SUMMARY:

Under the matrixed supervision of the CEO and Human Resources Director, the Diversity and Workforce Development Officer (DWFO) is responsible for Diversity, Equity, and Inclusion (DEI) initiatives at SCCMHA. The individual will work as the primary resource providing guidance and support in goals and initiatives related to the areas of DEI including the implementation of the current SCCMHA 3-Year DEI Implementation Plan The individual will collaborate with the CEO and senior leadership and engage community stakeholders to develop plans and strategies to support and guide efforts that support the DEI endeavors of SCCMHA. Collaborates with Human Resources and departmental hiring managers assessing potential barriers and developing strategies to recruit and retain a diverse workforce and play a lead role in improving overall workforce culture.

This position will become knowledgeable about SCCMHA service delivery, and the populations of persons served. They will actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual served, who defines his/her life goals and is assisted in developing a unique path toward those goals; and a trauma informed culture of safety to aid consumer in the recovery process.


ESSENTIAL DUTIES AND RESPONSIBLITIES:

The Diversity Officer is responsible for managing the implementation of the SCCMHA DEI workplan, convening and facilitating the SCCMHA DEI workgroup and creating efforts to increase the sense of belonging in the workplace for all employees. The individual is responsible for examining the results of current DEI efforts, recommending improvements, and acting as an expert consultant on DEI issues for the rest of the team. This position interacts with staff and potential staff, clients and potential clients, community partners and members concerning efforts that influence SCCMHA’s reputation and its ability to respond appropriately to the interest of its staff and clients. This position will also represent SCCMHA at multiple functions, including, but not limited to, meetings, seminars, workshops, and community events. These events may require travel within the county and outside surrounding areas.

1. Work collaboratively with senior leadership to develop and implement strategies and initiatives that advance Diversity, Equity, and Inclusion.

2. Work effectively with all staff and network members with respect to age, race, ethnicity, gender orientation, socio-economic status, nationality, religion, and culture.

3. In collaboration with HR, Union Contracts, Federal and State laws, and regulations, etc., focuses on creating DEI projects and programs related to recruitment, promotion, pay equality, etc.

4. Co-Chairs the SCCMHA DEI Workgroup and actively engages the members in advancing the SCCMHA DEI Implementation Plan and related activities essential to advancing DEI at SCCMHA.

5. Serves as a member of other SCCMHA Standing and AdHoc Committees including Leadership Team, Credentialing Committee, Continuing Education, and Wellness committee.

6. Leads and facilitates implementation of SCCMHA DEI Implementation Plan.

7. Knowledgeable of federal, state, and local employment laws and regulations.

8. Focuses on aiding in staff retention, continuing education, and development of a DEI inclusive environment.

9. Provides guidance in staff development that inspires team building and professionalism resulting in a respectful workplace culture that embraces diversity, equity, and inclusion.

10. Drafts recruiting and hiring strategies to attract potential employees from diverse backgrounds.

11. Demonstrates inspirational leadership skills to the community in which we are embracing.

12. Shares best practices, highlights bright spots, and increases community awareness of SCCMHA’s efforts to break down barriers to create a more inclusive community for all.

13. Create and execute in collaboration with CEO Office implementation of internal and external communications strategies and content management for training, web resources, social media, and print materials to support DEI initiatives.

14. Leads and collaborates with SCCMHA Continuing Education Supervisor in the development and advancement of professional development in DEI strategies and Cultural Competency for clinical and program staff using a variety of programmatic activities.

15. Monitors DEI initiatives to gauge progress against established DEI metrics and advises improvements, or strategy changes to the Director of Human Resources or Chief Executive Officer.

16. Stays up to date with labor related trends, federal and state laws/statutes, MDHHS and MSHN Contracts with SCCMHA Contracts and Policies and other factors influencing DEI programs or health disparities for persons of color served by the SCCMHA Network.

17. Identifies and relays to SCCMHA leadership, external trends and best practices increasing DEI through county programs and services.

18. Liaisons with other community DEI leaders in Saginaw County and represents the organization at industry meetings and events.

19. Collaborates with hiring supervisors or designated groups to assess potential barriers for developing strategies to recruit and retain a diverse workforce at SCCMHA.

20. Acts as a liaison between local colleges and universities for practicum placement of undergraduate and graduate students and future hiring of students with the goal of workforce diversity.

21. Acts as the SCCMHA Ambassador for DEI at community events.

22. Serves as the liaison between external community stakeholders and recruitment efforts.

23. Convey community dialogue to SCCMHA leadership on events that are happening locally and globally, that impact staff and assist the SCCMHA leadership with strategies to process these events through a DEI lens.

24. Communicates the mission, vision, and core values of SCCMHA to employees and implements these principles in all duties of this position.


INCIDENTAL DUTIES AND RESPONSIBILITES:

1. May be required to drive to off-site work locations.

3. Will participate in Quality Improvement functions.

4. May engage in outreach services to target groups as assigned.

5. May provide consultations to community agencies and other organizations including presentation to community groups on behavioral services.

6. Partnership and collaboration with community partners.

7. Attends in-service training, seminars, conferences, and workshops to sustain professional competency.

8. Perform other duties assigned as directed.

9. Uses computer hardware and software to perform tasks.

WORKING CONDITIONS/ENVIRONMENT:

Works in typical office environment with pressures of time constraints, multiple projects, and priorities. May require local and state travel, may require national travel at times. Frequently drives automobile in all kinds of weather conditions. May be required to work non-traditional hours.


QUALIFICATIONS:

Education:

A Master’s degree in BA, HR, or a related field.

Experience:

Three (3) to Five (5) years of experience in a senior leadership role centered on DEI. Experience designing and implementing DEI programs is preferred. Experience in a unionized healthcare setting is preferred. Must possess exceptional organizational and written and oral communication skills.

Licenses and Certifications:

Certifications: DEI Certification programs. Valid Michigan Driver’s license with good driving record. Requires a valid vehicle operator’s license and access to a vehicle to attend community meetings, conferences, and training.

Knowledge, Skills, and Abilities:

1. Overall knowledge of the continuum of services provided by SCCMHA and its’ network.

2. Ability to plan and organize work and provide small group leadership.

3. Effective oral and written communication skills, minimum at college level.

4. Advanced computer skills, including all Microsoft applications: Word, Excel, Power Point, Access, Outlook, Publisher, and Adobe.

Physical/Mental Requirements:
