Talbot County Government is Hiring a Director of Parks and Recreation Near Easton, MD

The Director is responsible for the management of the functions of the Community Center, County pools, Public Landings and multiple fields, tennis courts.

Essential Duties and Responsibilities:

· Develop, implement, and oversee all internal operations.

· Handle all financial operations on both the income and expense sides, ensuring all income is deposited and all bills are paid in a timely fashion.

· Resolve customer complaints and assists customers with other programming issues.

· Prepare and submit annual operating and capital budgets in accordance with County regulations.

· Interview, hire, and supervise all full-time employees, including park maintenance supervisor, facility manager, pool managers, assistant director. Provide final approval to the hiring of all part-time employees based on supervisors’ recommendations.

· Maintain all facilities and outdoor sites in a safe and sanitary condition including the oversight of equipment inventory, maintenance schedules and priorities, and supervising the custodial issues for each of the recreation sites.

· Maintain all facilities in a functional condition including routine and preventative maintenance for all machinery, equipment, and any supplies.

· Maintain all personnel records and conduct evaluations on a periodic basis.

· Coordinate the acquisition, design, construction, and maintenance of facilities and sites under control of the department.

· Prepare Program Open Space applications for capital projects and monitor progress of applications.

· Administer the public relations program including publicity for the entire department, its facilities, and individual programs.

· Maintain records for Park and Recreation Advisory Board including monthly mailings, agendas, correspondence, etc.

· Prepare reports for Talbot County Council as necessary.

· Work directly with the Programmer for generating program ideas based on community input and needs.

· Maintain records for bid work regarding park maintenance, community center maintenance, and landing maintenance and upgrades.

· Supervises all part-time staff when management personnel are not available.

· Perform other duties as necessary.

Qualifications:

· Bachelor’s degree in recreation, physical education, or a related field or a combination of education and experience.

· Ability to work cordially with the public both in person and via the telephone.

· Knowledge of the methods, practices, materials, and tools used in general facility maintenance and care of grounds.

· Knowledge of methods, techniques, principles, and practices of public administration and recreation programming.

· Ability to interview, schedule, train, and supervise personnel through various methods of one-to-one meetings, group meetings, inspections, reports, tests, evaluations, interviews, etc.

· Capability of handling money correctly and accurately by providing change, accepting payments in forms of cash, checks, and credit cards, and balance the register.

· Working computer knowledge of Microsoft Word and Excel, dial-up programs, Eudora, Microsoft Outlook, Adobe PageMaker, Photoshop or PrintShop. Must be able to handle merge files, databases, and label programs.

· Business-like appearance and attitude.

· Ability to supervise full- and part-time staff, volunteers, and Community Service Workers by providing a task list, overseeing and inspecting work, and completing any necessary paperwork.

· Ability to communicate both efficiently and effectively in both a written and oral manner.

· Ability to maintain records and prepare activity and financial reports.

· Ability to evaluate recreational needs and develop programs to meet those needs.

· Ability to cost-effectively manage two enterprise facilities and two regular budgets.

· Ability to establish and maintain effective working relationships with associates, officials, and the general public.
