GENERAL JOB DESCRIPTION

Performs administrative functions involved in managing the Agency’s Performance Quality Improvement Program, maintaining the Agency’s Accreditation, assisting Departments and Programs with compliance and audit requirements, as well as maintain Agency’s Policies and Procedures. Assists CEO/President with oversight of Agency operations and other special projects to ensure quality and compliance of programs and services.

DUTIES AND RESPONSIBILITIES

Quality Assurance-Related Duties:

  • Responsible for coordinating and maintaining the Agency’s national accreditation.
  • Develops Agency Policies and Procedures in conjunction with funding sources and accreditation standards.
  • Assists with the development of Department, Program, and Personnel Policies and Procedures in conjunction with funding sources and accreditation standards.
  • Maintains all policies, procedures, and documentation relating to the Agency.
  • Analyzes and monitors internal processes, implements changes to improve operational efficiency, works on creative problem-solving solutions, and handles multiple tasks and tight deadlines with efficiency.
  • Leads agency health and safety initiatives including chairing Health and Safety Committee and is responsible for compliance of agency-wide drills and overall safety compliance.
  • Provides monthly/quarterly/annual update and reports to the CEO/President for accountability and management purposes and minimally an annual report to the Board of Directors.
  • Prepares and analyzes reports on a periodic basis which includes program statistics, outcomes, and results.
  • Assists in preparing for program audits and site visits, which include accreditation and those of other funders, as well as prepares for program surveys, CAPs, and program follow-ups, as necessary.
  • Prepares required documentation for program audits, including accreditation.
  • Guides development of program quality plans and monitors programs and staff for contract compliance and productivity standards, including Key Performance Indicator compliance and reports to status to CEO.
  • Reviews contracts to assure all parties involved are aware of reporting requirements, billing procedure, and any other special conditions.
  • Assists Department Directors, Managers, and Supervisors with program goals/objectives annually.
  • Responsible for development and maintenance of all the Agency’s Quality Assurance Plans, including but not limited to the PQI Plan, Data Disaster Recovery Plan, Corporate Compliance Plan, Succession Plan, Strategic Plan, and others.
  • Responsible for coordinating and managing Quarterly Executive PQI Meetings and all other PQI-related meetings.
  • Coordinates the Performance and Quality Improvement Plan, writing of the PQI Plan, quarterly reports, follow-up, and reporting to the President/CEO and the Board of Directors, as needed.
  • Conducts training and provides technical assistance for staff members pertaining to the Performance and Quality Improvement Plan.

Program Related Duties:

  • Coordinates the planning, implementation, and evaluation of Agency Programs with the CEO/President and Department Directors.
  • Assists Department Directors, Managers, and Supervisors with Policy and Procedure development, maintenance and updates pertaining to accreditation guidelines.
  • Assists Department Directors, Managers, and Supervisors with audit preparation and site visits. Assists in preparing for program audits and site visits, which include accreditation and other funders.
  • Assists Department Directors, Managers, and Supervisors with data management and data analysis relating to PQI and Utilization Reporting.
  • Assists Department Directors, Managers, and Supervisors with development of reports and annual reporting as needed or deemed appropriate.

General Duties:

  • Works independently and acts as a coordinator for special projects which may include planning, coordinating multiple presentations, disseminating information, preparing data spreadsheets, and/or other items that may be up for Agency review on an ongoing or non-reoccurring basis.
  • Develops procedures for and tracks complaints, grievances, and incidents within the department and/or Agency, and files 3200 forms with DHHS, if needed.
  • Informs designated Agency staff, or CEO, of incidents of abuse, neglect, suicidal, or homicidal symptoms, and/or informs designated Agency staff, or CEO, of any unsafe work conditions.
  • Leads PQI meetings and attends staff, and supervisor meetings and training sessions as required.
  • Performs job related duties as required for department/program operations. Additional Duties Specified may include assisting with the coordination of Board Meetings, Board Committee Meetings, and Board-Related activities as deemed necessary and appropriate.

MINIMUM QUALIFICATIONS

Education: Bachelor’s or Master’s Degree in Administration, Business, Management, Compliance/Quality Improvement, Social Services related field, from an accredited college or university.

Experience: Previous experience of three (3) years of professional experience in administrative areas involving policies/procedures, compliance, quality improvement, data collection, and analysis and program management. Minimum one (1) year of supervisory experience preferred.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of computers, working with Microsoft Office, database entry systems, and e-mail using Outlook.
  • Ability to prepare and analyze reports, make presentations, and maintain records.
  • Ability to communicate effectively, both verbally, and in writing.
  • Ability to work independently and exercise good judgement.
  • Ability to relate to diverse populations and cultures while communicating with individuals and the public in a courteous and effective manner.

PHYSICAL REQUIREMENTS

  • Must be able to talk and hear to effectively communicate with staff, supervisor and clients in a timely and appropriate manner.
  • Must be able to stand for extended periods of time; walk low-moderate distances; sit for prolonged periods of time; use hands and fingers to handle, touch, and feel; reach with hands and arms; climb or balance; stoop or kneel; and/or crouch or crawl pending activity, event participation, and/or other work-related item within various environments.
  • Must be able to lift/move up to 25 pounds for transporting program supply materials, if needed.
  • Must be able to be flexible in various work environments and be able to drive low-moderate distances for programming, meeting, and community event activities.
  • Must be able to work in an environment that has a moderate noise level, and may experience moderate-high interruptions throughout the day while in the office.

EMPLOYMENT REQUIREMENTS

Staff must abide by all policies and procedures of Catholic Charities of Shiawassee and Genesee Counties, which includes the Agency’s stance on abortion, and the Agency’s Mission and Vision, and the Spiritual and Corporal Works of Mercy outlined by the Catholic Church and Code of Ethics.

Must pass all background and clearance checks including, but not limited to a criminal background check, DHHS Central Registry Clearance Check, and others as deemed applicable, and must have a valid driver’s license and carry auto insurance.

Individual must be able to plan, review, and evaluate the work of professional staff, have an overall general knowledge of computers and relevant software, and be willing to work irregular hours which includes evenings, holidays, and weekends, if needed.
