Job Title: Director of Secondary Education

Supervisor: Assistant Superintendent of Curriculum & Instruction

Salary: Based on Experience

Job Classification: Exempt

Contract Length: 12-month contract

Job Summary

Position is responsible for assisting in building the capacity of principals to improve the conditions of teaching and learning in secondary schools. The director will have decision making abilities to address day-to-day academic and operational school issues and will be responsible for ensuring the district’s mission and goals are achieved. Collaboration with multiple departments to ensure consistency of practice and use of resources will be essential as this position works continuously to improve the skills and knowledge base of secondary school administrators. Under the supervision of the Assistant Superintendent of Curriculum & Instruction, the employee performs most work independently and performance is evaluated by results.

Essential Duties

These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position

1. Coaches and supports secondary administrators in goal setting, planning, development, implementation, and monitoring of action plans that will guide school leaders in meeting their instructional leadership objectives and for their schools to meet performance targets.

2. Plans and leads high quality and relevant learning experiences for secondary administrators to guide the implementation of effective instructional programs.

3. Conducts regular formal and informal classroom walk-throughs aligned to student achievement and strategic goals.

4. Provides feedback on successful leadership practices, such as effective management of instructional staff, use of data, and establishment of school culture.

5. Collaborates with principals on building and maintaining each school’s master schedule to ensure that each schedule is conducive to the best instructional practices in middle and high schools. 6. Attends school-based meetings and events to foster a culture of engagement with staff, families, and community.

7. Builds the instructional leadership capacity of principals with particular focus on instruction, data analysis, aligned interventions, community, and culture.

8. Creates a culture of inquiry and mutual accountability among the secondary administrators. 9. Visits schools on a regular basis to monitor day-to-day operations.

10. Models non discriminatory practices in all activities.

11. Plans, administers, and directs the division’s secondary education programs to include magnet, specialty programs, middle schools, high schools and alternative schools.

12. Formulates proposals for the development and revision of policies pertaining to secondary education programs.

13. Ensures compliance with state/federal regulations and other accreditation agencies governing secondary education programs and services.

14. Interprets secondary education programs to the School Board, staff, and the public.

15. Assists school principals with planning and implementing effective instructional programs.

16. Serves as a facilitator of various instructional/special study meetings of school administrators and secondary supervisors.

17. Reviews and monitors school improvement plans.

18. Evaluates secondary education programs to ensure that objectives for student education are met.

19. Prepares and administers the secondary education budget, prepares grant applications, and solicits funds to provide financial support for programs as needed.

20. Assists the human resources department in determining staff allocations and with interviewing and recommending qualified candidates for secondary education professional staff positions.

21. Supervises, evaluates, and directs the work of secondary education departmental personnel to include middle school and high school principals.

22. Supervises the development of continual professional development for secondary education leadership.

23. Prepares or directs the preparation of reports as required by federal, state, and local regulatory agencies.

24. Facilitates interagency planning between the school division and external service providers.

25. Coordinates and supervises the middle and high school summer programs.

26. Interpret, develop, and recommend policies and regulations that govern the overall operation of the schools.

27. Ensure achievement of the Virginia Standards of Learning.

28. Oversee development of school operational forms.

29. Investigate and write responses to school concerns and complaints.

30. Plan and provide oversight, along with other senior executive directors, of monthly staff and principal meetings.

31. Ensure that all schools have necessary supplies, equipment, and instructional materials.

32. Ensure school compliance with local policies and regulations, state requirements, and Virginia Standards of Accreditation.

33. Supervise the operations of School Leadership, which handles the discipline cases, out of-zone requests, health services, guidance services, student activities, religious exemptions, home schooling, and other areas.

34. Serve as liaison to the School Board Discipline Committee.

35. Provide leadership to special projects assigned by the Superintendent and the School Board.

36. Provide assistance in the implementation of the evaluation system for employees.

37. Approve and ensure correct procedures for field trips.

38. Provide mentorship and training for new administrators.

39. Ensure communication among various schools and departments within the division.

40. Approve leave for school staff and school administrators and manage budgets that fund professional leave.

41. Monitor travel expenses and leave for administrative staff.

42. Perform related work as required.

Other Duties

1. Initiates and maintains effective liaison to maintain a current knowledge of developments and research in the profession

2. Performs other related duties as assigned by the Assistant Superintendent of Curriculum & Instruction or other appropriate administrator

Minimum Qualifications(Knowledge, Skills, and Abilities Required)

Must possess a Master’s degree and be eligible for a Virginia License in administration and supervision. Must possess extensive experience in the field of public education to include classroom experience and supervisory/administrative experience at the secondary level. Must possess budget planning experience. Must possess a comprehensive knowledge of the principles, practices, and current issues in the provision of public education programs and services. Must possess a demonstrated knowledge of state/federal regulations and accreditation requirements governing public education programs. Must possess excellent leadership, supervisory, interpersonal, and communication skills. Must possess the ability to establish and maintain effective working relationships with teachers, paraprofessionals, school administrative staff, parents, guardians, the community, and central office administrative staff. Must possess excellent leadership, management, and communication skills. Must possess experience supervising and providing performance feedback professional staff, managing budgets, and developing and interpreting student population projections and teacher allocation. Demonstrated strong computer skills in required. Must possess the ability to speak effectively before large groups and high level executives.
