Job Description

APPLICANTS MUST BE PERMANENT IN THE SOCIAL WORK SUPERVISOR III CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.
The goals of the Health Services Office at the Department of Social Services (DSS), are to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living, improving access to care and health outcomes for low-income and vulnerable populations. The Office brings public health and evidence-based interventions to DSS in the areas of health, mental health, substance use, and nutrition and our staff work with other divisions at DSS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers, implement interventions, conduct programmatic research and evaluation, and provide medical consultation.
The Department of Homeless Services (DHS) is comprised of 2,000 employees and with an annual operating budget of over $1 billion is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for management of over 200 facilities, which mainly are individual and family shelters used as overnight residences for over 38,000 adults and children. DHS’s portfolio covers approximately 4M square feet.
DHS provides temporary emergency shelter to families with children in facilities throughout New York City. DHS is developing a new program to ensure families with children with mental health concerns are provided with appropriate care and services in shelter, in-person, via telehealth or by referral.
The Department of Social Services (DHS) is recruiting for ten (10) Social Work Supervisor III to function as an FWC Social Work Supervisor who will:
  • Oversees the social work programming in a portfolio of 10-20 FWC shelters providing psychosocial services, utilizing casework, group work and community organization methodologies.
  • Provide clinical guidance and ongoing training and staff development for FWC Shelter Social Workers and Case Managers.
  • Create shelter specific workflows and protocols to support mental health service delivery.
  • Conduct site visits to assigned portfolio of shelters and prepare reports on staff operations; recommends changes in policy or procedures to improve services.
  • Manage mental health documentation of short-term counseling in CARES in assigned shelters.
  • Analyze service delivery data and prepares summary reports to monitor and report on progress towards program goals and objectives.
  • Participate on an interdisciplinary team to review cases, workflows and quality assurance measures.
Hours/Schedule: Mon-Fri 9am-5pm, Sat-Sun RDO
Minimum Qualifications

1. A Master's Degree in Social Work from an accredited school of social work and three years of full-time satisfactory experience practicing social work utilizing one, or a combination of, casework, group work and community organization methodologies, at least two years of which must have been in a supervisory capacity.
2. Certification/License Requirements: A valid Certified Social Worker (CSW) certificate or Licensed Master of Social Work license (LMSW) issued by the New York State Department of Education must be obtained within one year of the date of appointment. Employees who fail to obtain their CSW or LMSW within one year after appointment will automatically have their probationary period extended for no more than six months. Failure to obtain the CSW or LMSW by the end of 18 months of service will result in dismissal.
3. Special Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities has been the subject of a child abuse and maltreatment report. The agency has the discretion to assign a candidate who has been the subject of a child abuse and maltreatment report to a position with no child-care responsibilities.

- LCSW or LMSW licensed in NYS. - Prior experience conducting social work supervision (SIFI preferred). - Knowledge of NYC families and child health, mental health and/or social service systems. - Experience working with families experiencing housing instability or homelessness. - Experience working in shelters or with shelter staff. - Ability to travel throughout NYC on public transportation. - Excellent critical thinking, problem solving and project management skills. - Excellent communication and documentation skills, including ability to tailor communication style appropriately for various stakeholders.
