Dolores Street Community Services is Hiring a Program Manager, Stay Over Program Near San Francisco, CA

Site/Program: Stay Over Program- BVHM Family Emergency Shelter

Reports to: Director of Housing and Shelter Programs

Compensation: $67,000-75,000 annually DOE. Full-time Benefits include medical, dental, vision, long-term disability, life insurance and optional retirement, flexible spending account, commuter benefits, and generous vacation with Summer Recess and Winter Recess, and 401(K).

Schedule: Full-Time, exempt position

Agency & Program Description:

Dolores Street Community Services (DSCS) nurtures individual wellness and cultivates collective power among low-income and immigrant communities to create a more just society. A multi-issue, multi-strategy organization based in San Francisco's Mission District, we work to improve lives on an individual level as well as affect broader change by engaging in advocacy and community organizing. Our programs address a range of issues from homelessness to affordable housing to immigrant rights and services.

The BVHM Family Emergency Shelter uses the school's gym as a family emergency shelter. The program provides shelter for up to 23 families at a time with an occupancy of 69 individuals. The overnight shelter operates during evening and overnight hours from 6:30 pm to 7:00 am. The program provides coordinated, compassionate, and high‐quality services to youth and families from within the school experiencing homelessness. The Stay Over Program uses a Collaborative Case Management model in partnership with the SF Unified School District social workers and counselors.


Position Description
:

Under the supervision of the Director of Housing and Shelter Programs, the Program Manager is responsible for the operation and security of the shelter sites and the supervision of shelter guests. The Program Manager supervises all staff, ensures they are working as a team and following strict program procedures. Typically, the Program Manager works 4 shelter shifts per week with additional daytime hours as needed for administrative responsibilities, assisting with program planning and implementation, and planning and attending required meetings.


Essential Duties and Responsibilities:

  • Ensure the safety and security of shelter sites and respond to emergency situations, as needed.
  • Hire, train, supervise, and evaluate full- and part-time shelter monitors.
  • Coordinate, plan, and facilitate staff training and meetings.
  • Schedule staff on a weekly/bi-weekly basis
  • Consistently enforce all shelter policies for staff and program participants
  • Assist Director of Housing and Shelter Programs with program planning, implementation, and evaluation
  • Make regular reports to management using daily logs, forms, e-mail, and phone calls; provides pertinent shelter data to Director of Housing and Shelter Programs for contract and grant reports.
  • Provide after-hour on-call support as needed for urgent shelter matters; cover shifts in emergency situations, as needed.
  • Submit receipts and completes other pertinent administrative tasks in a timely manner.
  • Facilitate daily check-in and check-out of guests from the shelter.
  • The Program Manager conducts the nightly intake for new families. They participate in regular Case Review meetings.
  • The Program Manager collaborates closely with the Director of Community Services who supervises a team of two Case Managers.
  • The Program Manager presents Problem Solving options available to new families during the intake process in the Stay Over Program.
  • Case managers receive the SFUSD referrals and coordinate with the Program Manager to schedule new intake.
  • The Program Manager is responsible for keeping a daily log of all referrals for the Stay Over Program. The daily log includes such information as referring entity, family size, contact information, household information and status update on the referral. This daily log of referrals is the most updated information source of families in the program.
  • Mediate and de-escalate conflicts.
  • Remain awake and alert during assigned shifts and ensure that other night staff are also doing so.
  • Attend organizational and departmental meetings, trainings, and activities.
  • Coordinate other shelter operations and perform other duties as assigned.
  • Maintain professional attitude and work ethic.
  • Comply with DSCS policies and procedures, and laws pertaining to the operation of DSCS.
  • Participate in ongoing professional development throughout the year.


Qualifications:

  • At least 2 years of experience providing services to homeless or extremely low-income adults, the LGBTQ community, day laborers and/or immigrants.
  • At least 2 years of college or university education in a related field strongly preferred.
  • At least 2 years of experience training and supervising staff required; program oversight/management experience strongly preferred.
  • Bilingual fluency in spoken English and Spanish, and the ability to write fluently in at least English, required.
  • Must be a self-starter, able to work independently, and be reliable.
  • Ability to stay awake during any assigned shift, lift approximately 30 pounds, and navigate stairs and narrow workspaces.
  • Knowledge of Microsoft Office programs such as Word, Excel and Outlook; experience using databases and grant management systems (GMS, CMS, etc.) a plus
