Position SummaryReporting to the director of parks and recreation, the parks and recreation outreach supervisor is responsible for the department’s outreach programs, helping meet the recreational needs of our residents and ensuring people comply with policies and procedures when using our parks. The person in this role spends a large proportion of time out in the community, building relationships and maximizing the use of our community center, public parks and school facilities. The person in this role enjoys delivering a high-level of customer service and is able to build relationships with a wide variety of people.
EXAMPLE OF DUTIES
General administration supportProvide input into the development and implementation of park and recreation’s overall objectives, policies, and processes for programming.Provide program reports and evaluation data to the director of parks and recreation, the Parks and Recreation Commission, City Council and other groups as assigned.As assigned, oversee special projects, including, but not limited to, community needs analysis, researching best practices, and cross-functional or cross-department work.Serves on City-wide events team to plan, develop and execute events. Represent the department and the City at various meetings, events and site visits. Program managementEstablish standards, policies and procedures for our City parks and related facilities.Develop and implement the department’s comprehensive community outreach plan.Based on identified needs, develop and implement outreach programs that inform residents of standards, policies and procedures, increase use of the parks and increase participation in parks and recreation programs. Provide outreach to create and deliver programming to underserved populations. Cooperate with other agencies, vendors and consultants to provide programs for all to enjoy and enhance their physical, mental and emotional well-being through participation in organized activities.Ensure safety standards are met and programming areas are accessible and inclusive.Keep supervisor and other city staff promptly informed of developments in the areas of accountability to ensure understanding of the program and prompt resolution of problems encountered.Understand the outreach needs of youth, teens, adults and senior citizens by seasonally gathering information through formal and informal means, including, but not limited to, conversations with patrons and staff, surveys, program evaluations, identifying underserved communities, conversations with peer cities and industry trends. Actively seek grant and partnership opportunities. Ensure grant fulfillment is completed on time and that reporting requirements are met. Budget managementAssist supervisor with the development of budgets and monthly forecasting.Manage budget for outreach programs ensuring financial goals are met or exceeded.Purchase equipment and supplies for programs and facility as needed. Process invoices and submit receipts in a timely and accurate fashion according to accounts payables processes.Within City guidelines, negotiate contracts and use agreements with school district, independent contractors, vendors and service providers.Authorize expenditures in compliance with the approved budget.Maintain administrative records relating to expenditures, revenue, inventory, program registrations and related documents. Public RelationsMarket recreation programs to community by assisting with the creation and production of brochures, bulletins, posters, flyers and online media. Work with others to create and distribute marketing materials.Provide information and assistance to the public.Handle complaints, investigates problems, and takes appropriate action.Promote programs and facilities.Reach out to develop and administer programming to underserved, underrepresented and diverse populations.Foster continuing positive program partnerships.Attend community meetings. SupervisionHire and train staff to deliver great customer service that encourages patrons to return and provide word-of-mouth marketing.Establish a collaborative, productive, equitable and inclusive work environment.Model the values, ethics and performance standards for the team.Establish performance goals, assign accountabilities, monitor staff performance and conduct annual performance appraisals. Delegate work, providing clear expectations regarding due dates, budget and any quality-related requirements. Coach and develop staff using a supportive and strengths-based approach.Perform other duties as apparent or assigned.Interpersonal Relationships: Passionate about customer service. Technical Knowledge: Bachelor's degree in recreation, park administration, related field, or equivalent work experience (5 years) in a recreation setting. Sound working knowledge of the principles, practices, organization, administration and purpose of recreation programming. Knowledge of public/business administration principles, practices and techniques. Working knowledge of marketing principles. Proficient in Microsoft Office software products. Ability to quickly learn new information and initiate improvements as needed.Physical Abilities: This position involves evening, weekend and holiday work.
