GENERAL PURPOSE
Performs professional planning work to support long-range planning needs, including grant writing, and leads efforts related to the development and implementation of community housing, economic development strategies, and community sustainability.
 
SUPERVISION RECEIVED

ESSENTIAL DUTIES AND RESPONSIBILITIES 
The following duties are typical for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
It is expected that every employee should be on time, fully prepared, every day that the employee is scheduled to work.
Lead the implementation, administration, and management of the 2022 Whitefish Community Housing Roadmap with the Whitefish Community Housing Committee. Manage the voluntary Legacy Homes Program. Implement public policy related to community housing. Evaluate established public policy and make recommendations to the Director of Planning and Building and/or City Manager for improving the public process.
Develop and lead the City’s public education, outreach, and information activities regarding community housing and economic development efforts including workshops, newsletters, and public presentations.
Identify and execute needed studies to enable the City to make informed decisions on community housing, and/or economic development programs and in the implementation and administration of changes.
Assist Public Works Department with the development and advancement of multi-modal transportation plans and projects, including assistance with the development of local public transportation, trail networks, and downtown parking management plans and updates.
Manage development and implementation of economic development goals and activities, including business attraction and retention and other business development or redevelopment initiatives.
Establish, coordinate, and maintain relationships with community partners in the non-profit, public, and private sectors, including the Whitefish Housing Authority and Housing Whitefish. 
Serve as staff liaison for the Whitefish Housing Authority Board and the Whitefish Community Housing Committee. 
Assist in identifying and monitoring budgetary needs for community housing programs.
Review and establish annual cash-in-lieu of housing fees based on HUD median home price data, and update Legacy Homes Program administrative procedures annually with a report to the City Council.
Prepare applications for community housing, local transportation, or economic development related grant program. Review and prepare comments on federally assisted programs for review by Director of Planning & Building and/or City Manager. Manage and meet reporting requirements for grants in coordination with the Finance Department. Manage databases, including data entry, evaluation and reporting of all federal housing and community development contracts.
Serve as the liaison for community housing projects for developers utilizing density bonuses with a PUD or the Legacy Homes Program incentives. 
May assist team with community-wide and neighborhood long-range planning efforts, that may include Growth Policy updates, corridor plans, updates of zoning and subdivision regulations, transportation planning, implementation of adopted plans, etc.
Review and analyze data and formulate recommendations in the form of detailed technical staff reports.
Establish and maintain effective working relationships with all City personnel, Municipal, State and Federal officials, business and community organizations, news media, and the public.
As assigned, attend meetings of the Community Development Board, City Council, and other advisory and informational local, state, and federal meetings to disseminate information, provide oral reports and recommendations and support processes relative to planning functions, projects, and applications; and offer professional and technical assistance in planning matters.
Meet with civic groups and individuals to explain policies, programs, and procedures and to supply information as requested.
Oversee certain consultant contracts, prepare Request for Proposal and Scope of Work documents, manage consultant selection in accordance with City policy, oversee contract compliance.
Write detailed staff reports and make professional presentations to the Planning Board, City Council, and other committees that may include Growth Policy updates, plan amendments, zoning text amendments, and other planning and program materials.
Provide information and assistance to persons who request the same on relevant planning matters.
Provide professional and technical support in processing zoning and subdivision project applications as assigned, and in developing urban growth management policies and innovative land use regulations as required.
Drafts and distributes a variety of correspondence, maps, memoranda, and notices as needed.
Performs other tasks as assigned.
PERIPHERAL DUTIES 
May serve as a member of various employee or city committees, including the Climate Action Committee, Sustainable Tourism Management Plan Committee, and Bike/Ped Committee.

Education and Experience:

(A) Bachelors Degree in regional or city planning, housing, community and/or economic development, or related field;
(B) A.I.C.P. certification
(C) Four (4) year’s experience in long range/comprehensive planning or as a housing, economic development, sustainability, or multi-modal transportation planner, or 

(D) Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

(A) Planning: Knowledge of the principles and practices of planning and zoning, research methods and techniques used in planning, State and local laws and regulations affecting planning, housing, and subdivisions, computer applications for planning and GIS.
(B) Computer: Skilled in operating the listed computers, software, and other tools necessary.
(C) Project Management: Skilled in the organization and management of multiple projects simultaneously. 
(D) Grants management: Ability to prepare, manage, and oversee federal and other grant applications and programs. 
(E) Program Development: Ability to develop new housing programs including drafting guidelines, developing policy recommendations, writing staff reports and creating implementation strategies.
(F) Community outreach, internal and external partnerships: Ability to facilitate public meetings to gather feedback from a range of stakeholders; ability to build and support range of partnerships with community stakeholders; maintain effective working relationships with elected and appointed officials, city manager, department director staff, employees, other agencies, news media and the public; skilled in areas of conflict resolution, strong listening skills. 
(G) Communications Skills: Comprehend and articulate complex facts and relationships in detail and to summarize and write clearly, concisely and legibly; prepare accurate, concise and comprehensive professional reports; make effective presentations to boards and groups; understand and establish statistical data and graphic material.
SPECIAL REQUIREMENTS
Must possess a valid State driver's license or have the ability to obtain one prior to employment. TOOLS AND EQUIPMENT USED 
Personal computer, including GIS, Adobe suites including InDesign, Microsoft Office software including word processing, database, e-mail, and power-point software; motor vehicle; telephone; mobile telephone, copy and fax machine.
