POSITION DETAILS

Job Title: My Community Cares Program and Evaluation Manager

Salary: $60,000 – 70,000

Work Schedule: 40-hour work week

  • The Louisiana Public Health Institute (LPHI) offers traditional (M-F, 8 am-5 pm), flexible (for example, M-F 10 am-7pm), and compressed work schedules (for example, M-Th 8 am-7 pm). Schedule details finalized between employee and manager.

Location: This is a Louisiana-based, fully remote position with occasional (<20%) travel required

  • LPHI maintains an office in New Orleans if the employee prefers to be hybrid or full-time in-office
  • Employees must reside in Louisiana during the time of employment.

Team(s): MCC, Monitoring, Evaluation and Learning (MEL)

Reports To: MCC Associate Director

Primary Relationships: The Program and Evaluation Manager for My Community Cares (MCC) will primarily work with the MCC Associate Director and other appropriate LPHI team members, The LA Department of Children & Family Services MCC team along with national/state/community partners.

ABOUT THE POSITION

A successful candidate will thrive in a team environment, can proactively anticipate, and manage challenges, be a self-starter with strong abilities to manage multiple responsibilities and prioritize appropriately. Day-to-day responsibilities may include managing schedules and meetings, taking/sharing meeting minutes, identifying, and prioritizing action items, documentation management, and program activity coordination.

The MCC Program and Evaluation Manager is evaluative in nature, and therefore will focus specifically on developing and implementing fidelity monitoring and programming strategies that address improvement in quality of education and community supports to assist local MCC sites in implementation efforts. The position has occasional key touch points - meetings, discussions, or learning and sharing activities, with LPHI’s Monitoring, Evaluation, and Learning (MEL) department.

Primary Duties and Responsibilities

Design and Execution of Fidelity & Quality Improvement (FQI) Strategies

  • Lead all FQI activities, including creation and execution of quality improvement plans and assessment tools, for the MCC program area(s), in accordance with predetermined deliverables.
  • Create and maintain database to track program implementation progress and report activity status to appropriate Grant Manager(s).
  • Monitor activity efficiency, efficacy, barriers, and facilitators and report findings and recommendations to appropriate MCC Associate Director.
  • Participate in partner meetings and trainings.
  • Facilitate basic training to local MCC sites in understanding data collection needs and build capacity of local sites for continued evaluation activities.
  • Advise the MCC Associate Director) and DCFS’s MCC team on the interpretation of evaluation results and implications for program planning.
  • Disseminate program accomplishments and evaluation findings, highlighting continuous quality improvement, to stakeholders via reports, impact statements, presentations, and appropriate data visualizations.
  • Evaluate health equity in programmatic work and ensure best practices are implemented to the extent feasible.
  • Present program quality improvement activities and or outcomes via professional platform(s)/events.

Quality Improvement Team Lead

  • Provide strategic guidance for MCC team members as well as share information and garner insight from LPHI’s MEL team members contributing to efforts across the grant program.
  • Coordinate and lead regular quality improvement meetings.
  • Provide training and mentorship to build knowledge, skills, and abilities of team members.
  • Ensure consistency in application of fidelity monitoring, quality improvement and all-around evaluation best processes and methods for activities across all team members and evaluation collaborators.
  • Support hiring and onboarding processes for staff and partners
  • Coordinate trainings and professional development opportunities for staff
  • Coordinate with external evaluation experts to improve quality improvement practices across the team

Other Duties as Assigned

  • Collaborate with partners, external stakeholders, and relevant coalitions on special projects.
  • Engage with Communications Team to produce creative, innovative, and accurate ways to illustrate surveillance and evaluation results.
  • Engage in professional development opportunities when available.
  • Attend out-of-state meetings and conferences as necessary.
  • Provide support for grant applications, such as:
  • Participate in grant planning meetings for upcoming grant opportunities.
  • Develop fidelity monitoring and/or quality improvement frameworks, evaluation plans and/or logic models to accompany grant applications that meet the requirements outlined in the Notice of Funding Opportunity, as they arise.

ABOUT YOU

Position Requirements

  • Master’s degree in public health social work or similar preferred.
  • Experience with qualitative and quantitative evaluation methods for public health programs
  • Experience developing and implementing MEL tools (evaluation pans, logic models, data collection tools); developmental evaluation design experience, a plus.
  • Training and use of advanced statistical analysis packages (SAS/STATA/R)
  • Training on the use of in geographic mapping software (ArcGIS)
  • Training and use of Tableau or other data visualization software
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Access)
  • Ability to travel within and outside of Louisiana
  • Experience connecting state groups, evaluating programs, expanding programs, etc. and the disparities and disproportionalities in public systems.

  • Strong project management skills, including design, utilization of tools and data analysis.
  • Ability to collaborate effectively and build strong, positive relationships with colleagues and partners, both internally and externally.

  • Proficiency in setting up and running video conference software (such as Teams, GoToMeeting, Zoom) for large and small group meetings/events.

  • Proven ability to anticipate needs and problem solve.
  • Outstanding organizational skills, ability to be flexible and multi-task with demonstrated resourcefulness in setting priorities.
  • Excellent verbal and written communication (i.e., professional correspondence, proofreading, editing) skills.
  • Ability to effectively present information and respond to high level inquiries from LPHI’s senior leadership team, staff, community partners, partners, and members of the community.
