The Human Resources Specialist is responsible for managing and executing key HR functions including payroll processing, certified payroll reporting, employee onboarding and offboarding, benefits and insurance administration. This position ensures compliance with federal, state, and local employment regulations while supporting a positive employee experience and efficient HR operations.
Essential Job Functions:
Payroll & Reporting
- Process weekly payroll accurately and timely for field and office employees.
- Prepare and submit certified payroll reports in compliance with prevailing wage and government contract requirements (e.g., Davis-Bacon Act, state-specific reporting).
- Maintain payroll records and ensure compliance with wage, and hour laws.
- Coordinate with project management teams to verify job costing, hours, and pay rates.
- Handle payroll adjustments, garnishments, deductions, and tax withholdings.
Onboarding & Offboarding
- Manage the full onboarding process including new hire paperwork, I-9 verification, background checks (if applicable), and benefits enrollment.
- Conduct new employee orientations to introduce company policies, benefits, and culture.
- Coordinate offboarding activities, including exit interviews, benefits termination, and final pay.
- Maintain and update employee files, ensuring confidentiality and compliance with recordkeeping requirements.
Benefits & Insurance Administration
- Administer employee benefit programs including health, dental, vision, life insurance, disability, and retirement plans.
- Support open enrollment and assist employees with benefits questions and claims.
- Maintain relationships with insurance brokers and carriers.
- Reconcile monthly benefits invoices and ensure timely payment.
Compliance & HR Support
- Ensure compliance with federal, state, and local labor and employment laws.
- Maintain up-to-date knowledge of HR best practices, payroll regulations, and benefits compliance.
- Support audits and reporting requirements (EEO, ACA, OSHA, etc.).
- Assist with policy development and updates to the employee handbook.
- Support other HR initiatives and special projects as needed.
Job Qualifications & Evaluation

Qualifications
- Associate’s or Bachelor’s degree in Human Resources, Business Administration, Accounting, or related field (or equivalent experience).
- 2–5 years of HR and payroll experience; certified payroll experience preferred.
- Knowledge of HRIS and payroll systems (e.g., ADP, Paylocity, Paychex, QuickBooks, etc.).
- Familiarity with wage and hour laws, FLSA, ACA, and other compliance regulations.
- Strong organizational, analytical, and communication skills.
- High attention to detail, confidentiality, and accuracy.
Preferred Certifications
- PHR or SHRM-CP (Human Resources Certification)
- CPP (Certified Payroll Professional) or equivalent certification
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer.
- May occasionally need to lift up to 20 pounds.
Work Environment
- Office-based role with occasional remote work flexibility (if applicable).
