Job Description
  • Review procurement requests submitted by AGENCY program office customers, plan simplified acquisition and procurement strategies, assist a Contracting Officer (CO) with negotiations with offerors, prepare contract documents and supporting memoranda, and assist the CO with award and execution of orders and contracts.
  • Provide recommendations to the CO on potential methods of achieving the customer’s acquisition objectives within the confines of applicable law, regulations, and policy, including options for streamlining the procurement processes.
  • Communicate and coordinate with customer program office personnel in the development of Statements of Work (SOW), specifications, evaluation criteria, review of quotes and proposals, and on occasion lead pre-solicitation, pre-proposal, and post-award conferences.
  • Support maintaining excellent working relationships with AGENCY staff such as other contracting staff, program office personnel, financial management staff, security personnel, and other AGENCY officials, as well as with industry partners and contractors.
  • Possess strong interpersonal and diplomatic skills for a fast-paced professional environment.
Job Requirements
  • Possess at least three (3) years of specialized knowledge of commonly used Federal government acquisition and procurement methods and contract types, including acquisition of Commercial Goods and Services (Federal Acquisition Regulations [FAR] Part 12) and Simplified Acquisition Procedures (FAR Part 13) and the use of Governmentwide Acquisition Contract (GWAC) and General Services Administration (GSA) Schedule contracts.
  • Must have experience in performance of pre-award, post-award, and contract price/cost analysis functions when the contract actions are well defined.
  • Ability to understand and apply acquisition policies, solve problems, communicate clearly and effectively in writing, and organize and coordinate numerous projects and activities simultaneously.
