About the Role:

The Washington Headquarters Services (WHS) Acquisition Directorate is seeking an experienced Contract Price/Cost Analyst to join our Enterprise Acquisition Policy & Strategic Initiatives (EAPSI) team. In this critical role, you will serve as a subject matter expert, providing technical expertise and in-depth cost and price analysis for a wide range of procurements supporting the Department of Defense.

You will be responsible for advising contracting officials and senior leadership, shaping negotiation strategies, and ensuring the government achieves fair and reasonable pricing on complex acquisitions. This is a unique opportunity to influence DoD procurement policy and make a significant impact on the acquisition lifecycle.

DAWIA Level II certification in Contracting is highly desired.

Key Responsibilities:

• Perform comprehensive cost and price analyses on contractor proposals for various procurements, modifications, and terminations.
• Serve as a subject matter expert in evaluating the commerciality of items and services, in accordance with the Federal Acquisition Regulation (FAR).
• Develop and recommend negotiation positions and strategies based on detailed analysis of direct/indirect costs, overhead, and profit.
• Conduct market research and analysis to validate pricing and assess market conditions.
• Develop and interpret procurement policies and procedures, providing guidance and training to acquisition personnel.
• Advise senior leadership on complex cost and pricing issues and recommend improvements to policy and processes.

Qualifications:

• Expert knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
• Demonstrated experience in applying a wide range of contract cost and price analysis techniques (e.g., learning curves, regression analysis, cost modeling).
• Proven ability to analyze complex financial and business information to develop and defend a pricing position.
• Strong analytical, communication, and negotiation skills.
• Ability to work independently on complex and often unprecedented procurement actions.
• This is a mid-level position equivalent to a GS-12/13 grade level.
• U.S. Citizenship is required.
