Implementation Network Coordinator

Youth Services System Inc
Wheeling, WV Full Time
POSTED ON 12/28/2025
AVAILABLE BEFORE 1/28/2026

Job Summary: The ICE-T project is a five-year cluster trial to test if implementation of the ICE Collaborative 10-step process yields better health outcomes than only collecting annual survey data from the student population. The trial will be implemented in 18 “intervention” counties and 18 data collection only (control) counties for a total 36 rural counties to be part of the research. Counties will be selected through a scientific randomization process implemented by the investigative team. Depending upon the selection process, Implementation Network Coordinators will be assigned to multiple counties within the Prevention Lead Organization region with identified intervention and control counties. As this is a research study, protocols for implementation will be prescribed to prevent spillover effects, or contamination, into the control counties.

Duties and Responsibilities:

  • Facilitate school-based survey completion for all 7th-12th graders at all county middle and high schools each fall, includes managing all pre-survey communication, helping schools administer surveys, and ensuring a student response rate of ~80% or better.
  • Ensure the completion of monthly process-data survey by a county coalition representative, including information pertaining to cost-benefit analyses.
  • Oversee the completion of the Implementation Process Assessment with 5-8 prevention coalition members in each county, spring and fall of each year.
  • Support the investigative team to execute the Implementation Integrity and Consistency Assessment once per year.
  • Coordinate and conduct two annual local meetings presenting ICE findings/reports (meeting 1) and facilitating community goal setting (meeting 2) each spring with:
  • Parents and teachers of each of the participating schools in the county,
  • Groups of county-wide stakeholders including local politicians, policymakers, county health officials, school district officials, law enforcement/justice, etc.,
  • Note: Each meeting should include extensive advertising activity prior to each meeting (ex. print, radio, tv, school messaging systems, social media, and others) and actively reducing barriers to participant attendance (ex. provision of childcare, food, transportation, etc.).
  • Conduct social marketing campaigns designed to share the ICE findings and community goals throughout the community.
  • Attend and participate in monthly local prevention coalition/task force group meetings in which prevention activities are planned/coordinated in each of the targeted counties.
  • Plan and implement prevention activities established by the local prevention coalition/task force group and through the community goal setting process described above.
  • Work with local agencies and policy makers to align community policy, practice, and funding to meet prevention goals.
  • Maintain a connection with the local coalitions committed to advancing prevention activities, including sustaining and growing support for this project.
  • Participate in bi-weekly calls with the Program Director and other Implementation Network Coordinators, as scheduled.
  • Participate in a face-to-face project meeting twice a year with all project staff, other Implementation Network Coordinators, the WVPRC Community Partnership Board and other stakeholders.
