ABOUT THE ROLE
Reporting to Senior Counsel, Procurement Law is responsible for providing a wide range of legal services including file management and document review, preparing draft agreements for all Regional Departments particularly in support of procurements for  a wide range of municipal deliverables such as winter/summer facility and road maintenance, security services, waste processing services, fleet vehicle and equipment purchases and support; conducting corporate searches; providing transactional support and completing research of case law/legislation/policies in support of requests for legal advice; particularly in relation to procurement compliance matters,  preparing draft responses to queries from clients related to contract interpretation and administration for review by legal counsel.


WHAT YOU'LL BE DOING

  • Drafts, reviews and prepares procurement and other documents, agreements,  and supporting material for  a wide range of municipal deliverables, including  capital infrastructure and operations,  municipal and corporate matters.
  • Prepares draft responses to contractual interpretation and administration matters and reports related to procurement compliance matters on behalf of legal counsel.
  • Conducts legal research and assists legal counsel in relation to procurement document review, compliance and contractual interpretation and administration matters
  • Conducts legal research using online legal research databases and other electronic sources.
  • Conducts corporate searches in support of execution of contract documents using  corporate search resources.
  • Responds to inquiries and resolves concerns, as appropriate, from Regional Departments with support of  legal counsel 
  • Reviews  draft reports to Committee and Council on procurement related matters for legal counsel.
  • Liaises with provincial and other municipal staff to resolve issues and other matters affecting the Region’s capital and operating projects and activities.
  • Performs other duties as assigned in accordance with Branch and Department objectives.

 
WHAT WE'RE LOOKING FOR

  • Successful completion of a Community College Diploma in a Law Clerk Program or approved equivalent combination of education and experience.
  • Law Clerk - Minimum three (3) years’ experience as a law clerk in a private or public sector environment.
  • Senior Law Clerk - Minimum five (5) years’ experience as a law clerk in a private or public sector environment.
  • Knowledge of procurement law principles. and experience reviewing municipal procurement contracts, along with corporate and electronic search, document preparation and registration procedures.
  • Thorough working knowledge of key legislation relevant to the practice area.
  • Demonstrated knowledge of municipal government structure, policies, processes and responsibilities.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
  • Demonstrated ability and skill in effective planning and problem solving as well as critical and strategic thinking.
  • Advanced research and drafting skills
  • Demonstrated ability to work autonomously and assume carriage of files under the direction of supervising lawyer.
  • Excellent interpersonal and organizational skills and  ability to multi-task and prioritize work effectively.
  • Excellent communication skills both verbal and written.
