Position Summary
Under the direction of the Manager, Accounting, Payroll and Benefits Services, the Benefits Administrator performs various duties to assist and support the delivery of benefits to Board employees. The Benefits Administrator plays a key role in managing and administering the organization’s benefit programs for both unionized and non-unionized employees. This position ensures the accurate processing of benefit transactions in SAP, adherence to collective agreements, insurance plan requirements (e.g., OTIP), and all applicable employment and benefits-related legislation. The incumbent is responsible for resolving complex benefit issues including overpayments, retroactive adjustments, and determining appropriate corrective actions in consultation with relevant parties.
Major Responsibilities
- Administer employee benefit plans (health, dental, life insurance, pension) for unionized and non-unionized employee groups in accordance with collective agreements, Board policies, and legislation
- Process and audit benefit-related transactions in SAP, ensuring accuracy for enrollments, terminations, leaves, and coverage changes
- Perform regular reconciliations of benefit-related payroll results, deductions, and remittances; investigate and resolve discrepancies
- Support payroll accounting processes by ensuring accurate posting of benefit-related transactions and remittances to the General Ledger
- Liaise with third-party providers (e.g., OTIP), union representatives, and internal stakeholders (Payroll, HR, Finance) to ensure effective administration and issue resolution
- Monitor and resolve complex benefit issues, including overpayments, retroactive adjustments, and discrepancies; determine and implement corrective actions
- Interpret and apply collective agreement provisions, benefit policies, and applicable legislation (ESA, Human Rights Code, Income Tax Act)
- Maintain accurate records and documentation in compliance with audit and privacy requirements
- Respond to employee inquiries, providing clear guidance on benefit entitlements, processes, and issue resolution
- Collaborate with HR and Payroll teams to support onboarding, leaves, terminations, and retirement processes
- Contribute to continuous improvement initiatives, including SAP enhancements and process optimization
- Prepare and analyze reports related to benefit costs, trends, reconciliations, and compliance
- Perform other related duties as assigned
- Completion of 2-year College Diploma in Administration/ HR Benefits or related field.
- Up to 2 years of progressive experience in benefits administration, preferably in a unionized public sector environment.
- Hands-on experience with SAP HR/Payroll (HCM) is preferred
- Experience with payroll-related reconciliations, remittances, or financial processes is an asset
- Strong working knowledge of benefit plans, collective agreements, SAP HR/Payroll systems, and relevant legislation.
- Demonstrated problem-solving skills with the ability to manage sensitive and complex issues with discretion and sound judgment.
- Excellent organizational, communication, and interpersonal skills.
- Solid understanding of payroll processes and the integration between payroll and finance (GL postings, remittances, reconciliations).
- High level of accuracy and attention to detail, particularly in data validation and reconciliation activities.
