The position is located in Human Resources, Employee Management Relations Division, serves as Supervisor of Benefits & Work Life Balance Program and is delegated responsibility for all aspects of the NNSA employee benefits programs and functions, which includes: Workers Compensation, Retirement, Reasonable Accommodation Program; Thrift Savings Plan; Life and Health Insurance; Federal Long Term Health Program, Employee Assistance Program; and Occupational Health and Wellness Activities.

Qualifications:

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NQ-02 or GS-12. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Specialized experience for this position includes:
-Advising managers and employees on benefits and retirements programs or work-life balance programs, awards and workers' compensation regulations, policies and procedures; AND
-Leading teams toward achieving objectives and goals in human capital areas such as benefits and retirements; AND
-Administering a wide array of benefits, retirements or work-life balance program processes and procedures.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Responsibilities:

As a Supervisory HR Specialist (Employee Benefits), you will:

  • Serve as a Supervisory HR Specialist managing all operational aspects of the NNSA Benefits, retirements and work-life balance program, to include military and civilian deposits, death cases, disability retirement cases and a variety of tour of duty, leave administration and benefits programs to support NNSA across the nuclear weapons complex.
  • Anticipate and prevent skills imbalances, and assess and redress skills gaps, with minimal employee and organizational disruptions.
  • Initiate and maintain regular and recurring contacts with high-ranking civilian supervisors and senior management officials in NNSA headquarters and administrative staffs, or comparable personnel in other Federal agencies, contracting project officers and high-level technical staff .
  • Responsible for administration of Family Friendly Programs, to include telecommuting, flexplace, alternative work schedules, leave transfer, and related programs and initiatives designed to achieve agency work life balance objectives.
