Key Details:

  • Pay: $82,960 – $103,700 annually, depending on experience
  • Benefits: Medical, dental, vision with employer contributions; 401k with employer match; generous PTO; volunteer leave and employee assistance program
  • Location: Portland Metro area (hybrid work environment with flexible office use and free parking or transit pass)
  • Schedule: Full-time, Mon-Fri, flexible work schedule, with some in-person meetings

The Senior Project Manager will be part of Worksystems’ Business Services Team, which strengthens the regional economy by partnering with employers and connecting workers with quality jobs in target sectors: Advanced Manufacturing; Clean Energy; Construction; Early Childhood Education and Healthcare. Target sectors were identified through labor market research and analysis. To address employers’ hiring, training, and retention needs, Worksystems deploys various strategies, including outreach and skill development through regional WorkSource centers, community-based career coaching, custom training cohorts, and on-the-job training programs.

Other qualifications include:

  • Minimum of 5 years of experience in workforce development, or other relevant experience in: economic development, human services, program administration, grant management, community development, nonprofit services
  • Experience in program design, implementation, and evaluation
  • Proven ability to develop, negotiate, and manage contracts and budgets
  • Strong written and verbal communication skills, including public speaking
  • Ability to manage multiple complex projects and meet performance outcomes
  • Demonstrated ability to work collaboratively with diverse stakeholders
  • Education: Bachelor’s degree preferred or equivalent experience
  • Technical Skills: Microsoft 365, Zoom, Asana or similar project management tools
  • Ability to pass a pre-employment background check

Responsibilities: As a Senior Project Manager, you will:

  • Design and implement workforce development programs tailored to industry partners, ensuring alignment with regional labor market needs and equity goals
  • Develop and manage contracts and budgets with community-based organizations, training providers, and other stakeholders
  • Lead strategic partnerships with training and education partners, unions, apprenticeship and pre-apprenticeship programs, trade associations, economic development entities, and educational institutions
  • Provide technical assistance and oversight to contractors, ensuring compliance with performance metrics, fiscal requirements, and program goals
  • Analyze labor market data and community needs to inform program design and continuous improvement efforts
  • Interpret and apply complex policy and regulatory guidelines, ensuring programs meet legal and funding requirements
  • Facilitate collaborative meetings and convene stakeholders, fostering alignment and shared outcomes across sectors
  • Represent Worksystems in regional and statewide forums, including chambers of commerce, economic development groups, and industry coalitions
  • Prepare reports and presentations for internal and external audiences, communicating program impact and strategic direction
  • Lead procurement processes to identify and select qualified contractors for workforce initiatives
  • Identify and pursue funding opportunities, contributing to the sustainability and growth of construction sector programs
  • Support and help organize events, promoting inclusive practices in the trades
  • Contribute to organizational learning and system improvement through research, evaluation, and stakeholder feedback
