CHIEF FINANCIAL OFFICER

The Chief Financial Officer will serve as a member of the Williamsville Central Schools leadership team under the direction of the Superintendent, combining strategic business planning with hands-on technical management and direct supervision of all financial, budgeting, and business functions. Additionally, the Chief Financial Officer will provide leadership to operational departments, including buildings, grounds and facilities, and information technology (IT). Applicants must demonstrate an asset-based perspective, a track record of successfully leading, planning, directing, and coordinating financial, business, and operational services, an orientation towards teamwork, and hold high expectations of themselves and colleagues. Our ideal candidate will have the following qualifications:
QUALIFICATIONS (Chief Financial Officer — Classified Title; candidates with related civil service status are encouraged to apply):
- Graduation from a recognized college or university with a Bachelor's degree in business administration, accounting, or a closely related field and seven (7) years of administrative experience listed below; OR
- A Master's degree in business administration, accounting, or a closely related field and five (5) years of administrative experience listed below; OR
- An equivalent combination of training and experience as defined by the limits of (1) and (2).
- Administrative experiences in the areas of financial planning and control systems, accounting practices, business management, and fiscal oversight and accountability, with preferred administrative experience in IT, facilities, and buildings and grounds.
- Strong communication, problem-solving, conflict resolution, and human relations skills.
- Philosophical compatibility with the stated mission and beliefs of the District.
NOTE: Candidates who hold a current Certified Public Accountant license are preferred; verifiable part-time and/or volunteer experience will be prorated toward meeting full-time experience requirements.
PERFORMANCE RESPONSIBILITIES:
- Contributes significantly to school district planning and decision making consistent with the District's Mission and Belief Statements.
- Attends Board of Education meetings, prepares monthly correspondence to the Board, and presents budget, financial, and other reports as directed by the Superintendent.
- Interprets the district's financial position, assessing programs on the basis of their cost and effectiveness, as measured by the benefits conferred on children, families, and staff.
- Directs budget development, budget administration, and financial planning, including, but not limited to, necessary policy modification, purchasing procedures, and the audit function.
- Supervises financial and statistical reporting, investments, and borrowing.
- Administers the insurance risk, risk management, and environmental health programs.
- Supervises and develops cost analyses for various operations, including, but not limited to, building use and maintenance.
- Supervises all real estate management, including purchase, sale, lease, and easements.
- Assists with contract negotiations involving employee bargaining units
- Supervises the business office, IT office, and facilities, buildings, and grounds department, and their associated programs and projects.
- Recommends the hiring of architects, engineers, and construction managers and works with all firms associated with approved capital projects and other building maintenance activities.
- Develops and coordinates Request for Proposals (RFP's) and seeks out initiatives to improve District-wide efficiencies in the position's area of responsibility.
- Supervises the financial and statistical reporting to the New York State Education Department and all necessary government agencies.
- Performs such other tasks and assumes such other responsibilities as directed by the Superintendent of Schools or his/her designee.
REPORTS TO: Superintendent of Schools
SUPERVISES: Business Manager, Purchasing Agent, Director of Facilities, and the Director of IT
SALARY: $175,000 - $200,000
