Position Summary: The Planning and Development Coordinator will manage and coordinate private land development, entitlement, permitting, GIS, and environmental restoration projects from due diligence through implementation. This role blends project management, land use planning, zoning research, spatial analysis, consultant coordination, and conservation-focused development to support projects that balance responsible growth with long-term land stewardship. The ideal candidate is highly organized, proactive, collaborative, and motivated by work that connects land, nature, sustainability, and community impact. 

 

Key Roles / Responsibilities: 

  • Project Management: Coordinate land development, environmental restoration, and conservation-focused projects from acquisition and due diligence through completion, working closely with surveyors, civil engineers, planners, environmental consultants, brokers, and local agencies. 
  • Due Diligence & Entitlements: Research land use, zoning, permitting, utilities, access, environmental constraints, and entitlement requirements; build entitlement checklists and manage submittal packages with counties, municipalities, and regulatory agencies. 
  • Bid & Procurement Management: Develop bid lists, solicit and compare vendor proposals, review scopes of work, and support award recommendations to help deliver projects on time, within budget, and aligned with project goals. 
  • GIS & Spatial Analysis: Use GIS mapping and spatial data analysis to support site selection, feasibility, planning, and decision-making, including topography, ownership, parcel data, utilities, infrastructure proximity, access, environmental constraints, and development potential. 
  • Data & Visualization: Build, maintain, and organize GIS layers, maps, dashboards, exhibits, and presentation materials for leadership decisions, planning discussions, broker coordination, and project reporting. 
  • Marketing & Brokerage Coordination: Support property marketing and brokerage efforts by preparing listing materials, coordinating campaign deliverables, organizing property information, and supporting targeted social media or digital advertising as needed. 
  • Progress Tracking: Track milestones, budgets, deliverables, consultant activity, and project risks; communicate updates clearly and drive follow-through to keep projects moving forward. 
  • Ability to travel up to 25% for site visits, project meetings, agency coordination, and field-related planning activities. 

 

Required Education, Experience, and Qualifications: 

  • Bachelor’s degree in Land Use Planning, Environmental Science, Civil Engineering, Geography, Natural Resource Management, Urban Planning, Real Estate Development, or a related discipline; relevant experience may be considered in lieu of degree. 
  • 2–5 years of experience in land development, entitlement management, environmental planning, real estate development, GIS analysis, natural resources, or related project coordination. 
  • Proficiency with GIS software and tools, including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, and related ArcGIS products, with experience managing spatial data, maps, layers, and analysis outputs. 
  • Working knowledge of zoning, entitlements, permitting, land use regulations, site feasibility, and agency review processes. 
  • Ability to manage multiple active projects, organize details, prioritize competing deadlines, and communicate progress clearly. 
  • Strong written, verbal, presentation, documentation, and stakeholder communication skills. 
  • Proven ability to collaborate with internal teams, landowners, consultants, brokers, contractors, and external agencies. 
  • Genuine interest in environmental sustainability, land stewardship, conservation, forestry, restoration, and responsible development. 

 

Preferred Skills: 

  • Experience with forestry, conservation easements, environmental restoration, habitat restoration, timberland management, or natural resource projects. 
  • Familiarity with Idaho land use laws, county planning processes, environmental regulations, permitting requirements, or rural land development. 
  • Real estate, land acquisition, land planning, brokerage, development, or construction coordination experience. 
  • Knowledge of planning, zoning, subdivision, entitlement, permitting, and public agency coordination processes. 
  • Budget tracking, proposal review, vendor coordination, or project cost management experience is preferred.  

 

Working Conditions:   

  • Prolonged periods sitting at a desk and working on a computer.  
  • Must be able to lift 15 pounds at times.  
  • Positions self to install equipment, including under desks.  
  • Moves throughout the building to access files.  
  • Must be able to comprehend and follow written and oral instructions.    
  • Must be able to complete tasks even with frequent interruptions.    
  • Must be able to use discretion and independent judgment as needed.    
  • Must be able to speak clearly on the phone and to fellow workers.
