Summary
Whatcom County Health & Community Services is seeking a public health professional to fill the position of Temporary Extra Help Program Specialist - Behavioral Health in the Response Systems Division.
Essential Job Duties include:
- Independently designs and coordinates multi-faceted County programs and contracts pertaining to Behavioral Health, Substance Use Disorder and other related focus areas. Prepares scope of work and remuneration schedule for contracts and grant proposals, amendments and agreements. Monitors, performs site reviews and investigations, evaluates providers and prepares report of findings. Adjusts major programmatic components and initiates contract amendments in response.
- Establishes the requirements for Request for Proposals (RFP) for services, shepherds through process and establishes and coordinates evaluation and selection process. Serves as contract administrator for grants and contracts within area of assignment, assuring compliance. Assures appropriate revenues are obtained to pay for programs.
- Designs, implements and analyzes community-wide needs assessments. Develops Strategic plans to meet identified needs, and collaborates with community partners to implement the strategies. Creates multi-faceted programs, negotiates agreements, generates new contracts, monitors performance, and analyzes and evaluates programs. Implements community-wide programs that support infrastructure, and monitors for quality assurance. Recruits and engages various community partners.
- Participates in regional and statewide efforts to enhance local work.
- Generates reports and delivers presentations to local stakeholders regarding local needs, progress towards goals and objectives, and other subjects as assigned.
- Designs templates in databases for research, analysis and contract monitoring
- Acts as contract administrator for state contracts, ensuring full compliance with requirements. Provides technical assistance to contractors, sub-recipients, and community partners on best practices and evidence-based practices in behavioral health. Identifies appropriate programmatic responses to the identified behavioral health needs.

Work Location: 1500 N. State Street, Bellingham, Washington.
Hours of Work: Variable - This position may work full-time (40 hours/week) for up to three months. After that, the schedule may continue, at no more than 69 hours per month.
Wage: $34.27 per hour.
Qualifications
Requirements:
- Bachelor's degree in Human Services, Behavioral Health or a closely related field
- 4 years of progressively responsible experience in public health and/or behavioral health field.
- Experience in strategic planning and partnership development, community needs assessments, convening partners, and developing and reviewing contracts including budget and financial components.
Preferred:
- Experience in mental health and substance use disorder prevention preferred.
- Master's degree preferred and may be substituted for 6 months of required experience.
