Nature of Work

The Transportation Program Manager 2 will report to the Performance Management section at the District 9 Headquarters. The incumbent oversees the development and execution of a state-wide program(s) and/or project(s). The position may manage teams and will be responsible for ensuring that every aspect of the project is completed on time and within budget. Assigns milestones, develops reporting processes, and ensures that every team has what they need to fulfill the objectives of the program or project. Acts as a liaison between the individuals working on the program and key stakeholders. This classification is distinguished by the complexity and scope of the program/project, usually statewide and of a higher level of complexity than programs/projects managed by lower classifications in this series. Performs related duties as required.

Typical Duties and Responsibilities

  • Assess key demographic areas for our clients’ businesses and determine their needs from a practical standpoint.
  • Create program initiatives.
  • Allocate and control company resources as they relate to individual programs, as well as the departmental budget.
  • Establish overall performance standards for programs, program supervisors, and their teams.
  • Acts as a liaison between district or division personnel on various projects.
  • May assign team members or other staff to various tasks or phases of work in the life cycle of multiple programs.
  • Track performance of members of various teams or groups to assess compliance with budgetary, time, and other requirements.
  • Purchase or request or work with managers to purchase or request needed supplies, equipment, or services within budgets or limits set by upper-level management or the organization.
  • Review the work product of teams for compliance with organizational objectives and goals
  • Report progress of work, goals, problems, and other issues to supervisors, upper-level management, or boards of directors or committees responsible for oversight.
  • Review news, regulations, and updates related to the organization’s products, services, or programs.
  • Formulate and implement plans for recovery, alteration of work, or otherwise handling emergencies, disruptions of programs, production, or project schedules, and unanticipated events.
  • Take ownership of program development, planning, and execution.
  • Develop and control program budget.
  • Identify funding opportunities and build relationships with executives.
  • Manage timely completion of program deliverables.
  • Ensure quality (fit for purpose) and accuracy of program work outcomes.
  • Manage program risk.
  • Provide quick resolution for problems and roadblocks.
  • Develop and maintain a program schedule with milestones.
  • Report program status, including progress, productivity, risk, and quality metrics
  • Travel may be required; therefore, a valid driver’s license is required.

Skills and Knowledge

  • Knowledge of the functions and objectives of the agency.
  • Knowledge of the laws and regulations relating to the agency.
  • Knowledge of the principles and techniques used in the assigned technical function or specialty area.
  • Ability to coordinate the unit activities with other units within and outside the state government.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to analyze and interpret budgetary and technical data related to the area of assignment.
  • Strong leadership abilities.
  • Exceptional organizational skills.
  • Ability to manage multiple projects simultaneously.
  • Demonstrated ability to influence.
  • Communication skills also include listening to professionals in sales, marketing, and human resources to ensure production or the program is executed according to standards.

Minimum Requirements

REQUIRED TRAINING/EDUCATION
  • Bachelor's degree from a regionally accredited college or university.
  • Substitution: Four (4) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position may substitute for the required training/education on a year-for-year basis, through an established formula.

REQUIRED EXPERIENCE
  • Three (3) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for the required experience on a year-for-year basis, through an established formula.
