PURPOSE
Under the general supervision of the Chief Financial Officer, plan organize, coordinate, manage, review and evaluate the accounting and financial operations of the District; monitor and review District expenditures of all funds: train, supervise and evaluate assigned staff.
PERFORMANCE RESPONSIBILITIES
The primary function of an employee in this position is to provide accounting and auditing services for the general ledger, accounts receivable, accounts payable, fixed assets, grants accounting, school building (ASB) accounting, and special assessments. This position also prepares required financial reporting, including but not limited to reporting associated with both the internal auditing function as well as drafting required financial statements and supporting schedules associated with the external audit process at West Ada School District. The work is performed under the supervision of the Chief Financial Officer, but ample latitude is granted for the exercise of independent judgment and initiative. The primary duties of this position are performed in a general office environment.
ESSENTIAL DUTIES
- Plan, organize, manage, review and evaluate the work of the accounting department including financial reporting, accounts payable, and school building (ASB) accounting and ensure that District expenditures are accounted for and posted in the correct categories;
- Verify and reclass if necessary the account classification of income and expenditures items;
- Direct the modification and updating of accounting policies to ensure proper accounting controls are in place;
- Develop and implement new and revised accounting methods and procedures;
- Confer and correspond with District administrators, supervisors, and personnel on accounting policies and procedures;
- Train, supervise, and evaluate assigned staff;
- Performs all work duties and activities in accordance with District policies, procedures, and safety practices;
- Ensure that records and reports are prepared, maintained and distributed to appropriate sources in an efficient and timely manner;
- Work with external auditors throughout the year, conduct the preparation of the annual audit and prepare external financial statements in accordance with GASB and GAAP rules;
- General Ledger Management, including maintenance of GL account structure and financial reporting;
- Analyzes the financial effect and provides recommendations on program, project, personnel and other spending requests and proposals;
- Administers enrollment, attendance and other required reports related to state funding formulas and requirements;
- Manage the daily Treasury management function of the district including evaluating balances in all cash accounts and the Local Government Investment Pool;
- Prepare reporting and financial statement disclosures associated with OPEB;
- Identified and administers grant and other non-regular funding sources, ensuring compliance with funding and performance parameters;
- Maintain a documented system of accounting policies and procedures (i.e. accounting process and procedure manuals for district and school staff, travel process and procedures, along with supporting documents and instructions);
- Plan, review, and/ or perform internal audits of both school and district accounting records and processes.

KNOWLEDGE, SKILLS AND ABILITIES
- Solid working knowledge of Excel;
- Analyze and interpret fiscal accounting records and prepare accurate and complete financial reports;
- Maintain records efficiently and accurately and to prepare clear and concise reports;
- Establish and maintain effective working relationships with other District employees, supervisory personnel, and the public;
- Maintain effective financial controls, and records;
- Communicate effectively both orally and in writing;
- Resourceful and ability to work independently;
- Solid attention to detail and a high-level of accuracy;
- Maintain strict confidentiality;
- Train, supervise and evaluate staff.
QUALIFICATIONS
- Bachelor's degree in business and/or accounting; and
- 5 years experience and training which provides the knowledge and abilities necessary to perform the work;
- Previous supervisory experience preferred;
- CPA, or an individual interested in obtaining CPA licensure preferred.
