ESA DPI Management Analyst 5

The Department of Social and Health Services (DSHS) Division of Program Integrity (DPI) is looking for its newest Management Analyst 5. This is a fantastic opportunity for that analytical person who loves data. We know you’re out there, and we want you here with us!

DPI is a critical part of continuous improvement, program integrity, and third-party proactive fraud prevention efforts within the agency. You’ll provide expert-level data analysis and technical assistance to the division’s management and collaborate with the division’s other technical data analyst positions regarding highly complex, multidimensional issues affecting agency-wide programs, policies, and program integrity initiatives.

Please note: This position has been approved to work a flexible/hybrid schedule based on business needs. Travel may occasionally be required as the business needs arise.

Some Of What You’ll Do

  • Train Management Analyst 4s and other division staff on Microsoft Access, SQL databases, Python scripts, and Tableau.
  • Build and maintain database systems that collect and visualize program integrity data.
  • Design dashboards that help managers track performance and identify program anomalies.
  • Lead projects at the unit, division, or statewide level, including work that crosses administrations.
  • Analyze data to find trends, isolate root causes of errors, and recommend fixes.
  • Write reports that summarize findings for senior leaders inside and outside the division.
  • Support statistically valid sampling procedures used for SNAP, TANF, and WorkFirst performance databases.
  • Help prepare federal reports, including Payment Accuracy Rate Reports and Timeliness Reports.
  • Serve as the division's main point of contact for data extraction, manipulation, and visualization questions.
  • Act as a liaison with the Division of Information Technology on data systems and business operations.
  • Test and evaluate new Tableau features and system upgrades before they roll out.
  • Maintain compliance with IRS Publication 1075 rules for handling federal tax information.

Who should apply?

Those with a bachelor’s degree* in business administration, public administration, law, public health, health administration, or a related field

AND

five years of demonstrated experience in two or more of the following areas:

  • conducting research
  • analyzing policies, laws, rules, or regulations
  • conducting business analysis and developing requirements
  • leading business projects
  • managing business operations
  • business policy development
  • supervising
  • Additional professional experience described above will substitute year for year for the required education.

Additional Knowledge, Skills, And Abilities We Are Looking For

  • Technical expertise: Builds and troubleshoots databases and data visualization systems using SQL, Access, Python, and Tableau.
  • Program expertise: Familiar with programs such as SNAP, TANF, and WorkFirst to understand how program rules and regulations connect to the data. Familiar with quality control and management evaluation processes.
  • Analysis: Reviews large data sets to spot trends, find root causes, and forecast outcomes.
  • Communication: Explains complex data findings in plain language to people who aren't data experts.
  • Project leadership: Manages projects with real deadlines, often across teams or divisions.
  • Equity and cultural competence: Applies an equity lens to program integrity work, recognizing how policies and processes affect Washington's diverse communities differently, and works to remove barriers where they exist.
