DSHS ESA CSO Operations Analyst - Management Analyst 3

The Department of Social and Health Services (DSHS), Community Services Division (CSD) is seeking a CSO Operations Analyst (Management Analyst 3) to work at our Mount Vernon and Oak Harbor Community Service Offices.

In this role, you’ll be responsible for research, analysis, evaluation, and recommendations for the development and implementation of systems and processes which support the operation of the Mount Vernon and Oak Harbor Community Services Offices. This role provides CSO management with recommended courses of action regarding multidimensional problems including, but not limited to staffing, facilities, equipment, vehicles, procurement, budget, service delivery, safety protocol, and community outreach. This role works under the direction of the Community Service Office Administrator and provides journey-level analyses to management, staff, and customers.


Note: This position is fully onsite with no telework options and includes occasional travel as part of the role.

Some of what you'll do:
  • Analyze performance data, conduct research, develop strategies and provide consultation to management on CSO performance and desired outcomes.
  • Lead small to medium-sized projects impacting multiple programs/departments by coordinating with other divisions, management, staff, community partners, and stakeholders.
  • Coordinate and oversee multiple aspects of day-to-day facility use at both the Mount Vernon and Oak Harbor CSOs.
  • Serve as direct liaison with the landlord, vendors, contractors, regional business center, co-located divisions and agencies, and others regarding maintenance of facilities, grounds, and parking lot of both locations.
  • Oversee local contract compliance. Monitor contractor’s work efforts to ensure compliance, assess work performed, problem solve issues, and implement solutions.
  • Develop and deliver business processes and procedures training to ensure compliance with operational requirements such as mandatory fire extinguishers, basic electrical, Narcan, incident reporting, and OSHA training.
  • Coordinate space layout for both facilities, make recommendations for space utilization, and coordinate all facility changes.
  • Coordinate and manage community outstation locations, partnerships, and events.
  • Identify and explore additional outreach activities by gathering, compiling, and analyzing relevant data, including poverty, homelessness, and workforce development data.
  • Assist management to identify and plan business process changes for short and long-term strategic goals.
  • Provide technical assistance related to CSD programs to partners, communities and stakeholders on assigned projects.
  • Supervise support staff.

  • Ability to create agendas and facilitate meetings.
  • Ability to read, understand, and interpret policies and procedures, and properly implement various state and department policies and procedures related to position and duties.
  • Ability to use data, technology and research effectively to assess service delivery gaps and deficiencies, evaluate service/programs effectiveness and outcomes.
  • Reasoning and complex problem solving.
  • Communicating effectively, both orally and in writing in ways that professionally and correctly represent the local office and division.
  • Work effectively with program and operational partners and stakeholders.
  • Perform under pressure, managing multiple tasks/projects efficiently and effectively apply time management skills, and be highly organized and detail oriented.

Who should apply?
Professionals with a bachelor's degree in business administration, public administration, law, public health, health administration, or a related field and three years of experience conducting research and analyzing policies, laws, and rules.

Experience may substitute year for year of the required education.
