These are home-based (remote) positions, open to Washington residents and those residing on the ID/WA and OR/WA borders.

This recruitment is seeking to fill multiple Budget Analyst 3s.

One permanent and one project position that is currently funded through October 30, 2030.

The Department of Health (DOH) works to protect and improve the health of people across Washington State. This position advances that mission by delivering high-quality financial services and ensuring strong stewardship of public funds that support critical public health programs.

The Office of Financial Services (OFS) provides leadership and support for agency priorities through budgeting, contracting, grant management, purchasing, and accounting services, ensuring compliance with state and federal requirements.

Within OFS, the Office of Program Financial Management (OPFM) oversees daily fiscal operations, ensuring funds are requested, managed, and aligned with agency priorities. This position supports the Office of Prevention, Safety, & Health (OPSH) and reports to the OPFM Deputy Director.

The Opportunity

Within OFS, the Office of Program Financial Management (OPFM) monitors day-to-day fiscal operations, ensuring funds are effectively requested and aligned with agency goals.

These senior-level positions serve as key financial partners to major divisions within DOH:

  • One position supports the Office of Prevention, Safety, & Health (OPSH) and the Rural Health Transformation initiative
  • One position supports the Health Systems Quality Assurance (HSQA) division

Both roles provide advanced budget analysis, development, monitoring, and consultative services. They play a critical role in strengthening financial processes across divisions, ensuring consistency, compliance, and strategic alignment. These positions operate with a high degree of independence and require strong analytical expertise and sound judgement.

Key Responsibilities Include

Budget Development & Oversight

  • Lead development, monitoring, and forecasting of complex division budgets
  • Analyze fiscal trends and provide strategic recommendations
  • Align funding strategies with program priorities and legislative intent

Financial Management & Compliance

  • Ensure compliance with state and federal fiscal requirements
  • Interpret and apply budgeting and accounting policies
  • Support audits, reporting, and fiscal reviews

Consultation & Partnership

  • Serve as a trusted financial advisor to division leadership and program staff
  • Translate complex financial data into clear, actionable insights
  • Build strong cross-program partnerships to support decision-making

Process Improvement & Coordination

  • Identify and implement consistent financial management practices
  • Strengthen internal controls and streamline business processes
  • Support division-wide coordination for fiscal planning and execution

Required Qualifications

There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Option 1: Three (3) or more years of experience providing financial management expertise in preparing, supporting, and or managing complex financial budgets. This includes experience providing analysis, problem solving, critical thinking, as well as creating and reporting out on complex financial reports to appropriate audiences.

Option 2: Associate degree in accounting, finance, business, public administration, or related field AND one (1) or more years of experience providing financial management expertise in preparing, supporting, and or managing complex financial budgets. This includes experience providing analysis, problem solving, critical thinking, as well as creating and reporting out on complex financial reports to appropriate audiences.

Option 3: Bachelor’s degree in accounting, finance, business, public administration, or related field.

Additional Required Knowledge, Skills, Abilities, And Experience

Experience will include practical skills in MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and MS Outlook or similar email systems for electronic correspondence.

Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.

  • Two (2) years of professional experience with the state fiscal and legislative processes, including experience in Washington State budget development and fiscal monitoring concepts and processes.
  • Two (2) years of professional experience with Generally Accepted Accounting Principles (GAAP) in applying these principles to revenue and expenditure analysis.

Working Conditions

The following describes the working conditions of this position, with or without reasonable accommodation.

Work Setting

  • This position's work can be performed fully remotely. No regular in-person attendance is required. If onsite work is requested by the supervisor, the request will be planned and communicated in advance.

Schedule

  • Standard business hours are Monday – Friday from 8 a.m. to 5:00 p.m. This position has a work schedule of 40 hours per week; however, the position may be expected to work longer hours to complete projects or assignments, and/or meet business demands and deadlines. An alternative or flexible work schedule may be considered at the incumbent's request, subject to supervisory approval.

Travel Requirements

  • Travel is not required to perform the duties of this position; however occasional or infrequent travel may be expected to attend meetings, training, or conferences.

Tools & Equipment

  • This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.

Customer Interactions

  • Daily contact with culturally diverse customers (clients, local health jurisdictions, community-based providers, agency staff, other state agencies, and other interested parties)

Other

  • Covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
