Job Class: Juvenile Rehabilitation Program Manager (JRPM)

Location: Snoqualmie, WA

Closes: Open until filled.

Salary: $64,440 - $86,712 Yearly. The salary does not include a 5% premium for employees working in King County, an on-site 24/7 facility 5% premium, or a 3% general wage increase effective July 1st, 2025.


The Department of Children, Youth, and Families (DCYF) is looking for a strong leader to provide administration and oversight of youth services that are developmentally appropriate, trauma informed, racial equity-based and culturally relevant, and assist with the hearing process of the behavioral management system

The Opportunity:

In this role you will serve as the facility Safety Officer at Echo Glenn Children’s Center and ensure compliance with JR Policy, safety regulations, national juvenile justice standards, court orders, population management, sentencing, and transfer hearings. You will also liaison with the courts and provide population management.


Some of what you will do:

  • Develop and implement campus policy and protocols related to safety and health.
  • Facilitate safety training.
  • Prepare for, participate in and ensure corrective action on all health and safety audits.
  • Review all workplace injuries, developing corrective action for prevention of future events.
  • Lead the campus Safety Committee, ensuring representation for each work area participates, approving and distributing monthly minutes.
  • Assist with the hearing process of the behavioral management system.
  • Liaison for all youth court related matters included new charges, pending charges or court orders requiring correction.
  • Coordinate all intake and transfers of youth from external partners, obtaining critical information needed to safely place the youth.
  • Serve as the site coordinator for Performance-based Standards (PbS).
  • Track incidents of contraband and aggression for campus, providing it monthly to management.



Required qualifications:


An equivalent combination of education and experience totaling six years.

OR

Two years as a Juvenile Rehabilitation Counselor 3 (JRC3) or Juvenile Rehabilitation Program Specialist (JR Program Specialist).

OR

A Bachelor’s degree from an accredited institution AND four years of professional experience in casework, counseling, probation and parole, social services, planning, directing, and/or facilitation youth group activities or experience in a related field.


*A Master’s degree in Psychology, Sociology, Social Work, Social Sciences, or in a related field will substitute for one year of experience.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:


Previously demonstrated experience or understanding of:

  • Adolescent development and juvenile rehabilitation practices and principles.
  • Providing cognitive/behavior therapeutic interventions.
  • Basic juvenile correctional system, rehabilitation objectives in juvenile institutions, basic interviewing and counseling theories and techniques, basic concepts, fundamentals and principles of individual and group behaviors, introductory psychology of deviant behavior and crisis intervention methods and techniques.
  • Supervision and lead techniques.
  • Report writing.
  • Ability to obtain pertinent information during interviews, assist in rehabilitation of juvenile offenders, implement counseling techniques, apply rules, regulations and procedures, appraise situations and remain calm and in control in crisis situations and de-escalation situations.
  • Ability to speak and write clearly, establish and maintain effective working relationships with wide range and level of staff and others and establish rapport and gain confidence of youth.
