Job Title: Community Facility Administrator (WMS02)

Location: Richland, WA. On-Site attendance required for this position.

Salary: $93,696 - $117,120 Annually



This position supports and contributes to JR's mission to protect the public, hold juvenile offenders accountable for their crimes and reduce criminal behavior through a continuum of preventive, rehabilitative, and transition programs in residential and community settings.


In this role you'll maintain the oversight of daily operations of the 24/7 Twin Rivers Community Facility program which requires the knowledge and ability to provide oversight for emergency management and enterprise risk management, knowledge of human resources, skills in planning and coordination, and maintenance of safety/health and security. This position has oversight for a staff team who is providing JR youth with treatment services in alignment with JR's Integrated Treatment Model (ITM), and ensures adherence to policies, procedures and community facility standards.

The Opportunity:

This position administers all aspects of a minimum security, step-down, reentry focused community facility program to include; ensuring community safety, attending to personnel issues, providing training and support for treatment and reentry programming, and the development and maintenance of community relations. Specifically, the position is responsible for; providing oversight of operations of a minimum-security facility ensuring adherence to standards and policy, maintaining oversight of emergency management, participating in risk management, and ensure safety/health and security standards are met. Ensuring proper records retention protocols are followed.


Some of what you will get to do:

  • Administer all aspects of a minimum-security community facility residential reentry program housing juvenile offenders.
  • Administer, manage, supervise and direct staff within a collective bargaining environment.
  • Coach and mentor the supervisor to ensure they are gaining supervisory skills and experience to include projects that expand beyond their role as first line supervisor’s career advancement opportunities.
  • Serves as Prison Rape Elimination Act (PREA) Compliance Manager and ensures PREA standards and reporting requirements are met.
  • Oversee routine facility maintenance and collaborate with Capital Facilities. Administer as needed.
  • Maintain adherence to both internal and external audit requirements and ensures corrective action plans are completed and implemented in a timely manner.
  • Oversee and administer reentry and treatment services for youth in the community facility.
  • Assure all youth releasing from the facility are afforded a Future Planning Meeting (FPM) and are provided with their completed Future Plan upon release.
  • Plan and monitor expenditures in each program area.
  • Implement and provide oversight of evidence and research based, family-oriented treatment services.
  • Effectively de-escalate youth situations and intervene to work toward a positive outcome.
  • Develop and maintain staffing plan to most effectively utilize resources.
  • Maintain communication with the Regional Administrator and consult on decisions that impact personnel, programming, significant youth issues, exceptional budget requests, facility needs and/or decisions that affect current practice.
  • Participate with community stakeholders and groups on collaboration and utilization of resources to ensure youth have access to available resources especially in the areas of education and employment.



Required Qualifications:

Eight (8) years of professional experience in a management position overseeing significant projector program implementation in a social services or similar organization;

AND

One year supervisory experience.

OR

A Bachelor's degree, in Public Administration, Social Sciences or a closely allied field AND six years of professional experience in a management position overseeing significant project or program implementation in a social services or similar organization.

AND

One year supervisory experience.

OR

A Master's degree, in Public Administration, Social Sciences or a closely allied field AND four years of professional experience in a management position overseeing significant project or program implementation in a social services or similar organization.

AND

One-year supervisory experience.

AND

This incumbent must also have:

  • Commitment to equity, inclusion, and respectful workplace principles.
  • Expertise in providing services to youth and have an understanding of adolescent development at risk youth and juvenile offender behavior; principles/techniques and trends in juvenile rehabilitation. Incumbent should also possess knowledge of juvenile risk and protective factors.
  • Experience working in a community setting and possess a high level of knowledge of community resources, including development of new resources and have proficiency at maintaining community relations.


In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Preference will be given to supervisory/administrative experience with community-based residential programs for juvenile offenders.
  • Demonstrated ability to analyze challenging situations in a social services environment and prioritize appropriate courses of action applying sound judgment and professional standards.
  • Demonstrated understanding of adolescent development and juvenile rehabilitation practices and principles; experience providing cognitive/behavioral therapeutic interventions.
