Applications Manager
Anticipated Starting Salary Range: $110,000 - $135,000
Starting Salary Commensurate with Qualifications and Experience
The State Corporation Commission’s (“SCC”) Enterprise Technology Services (“ETS”) Division seeks a talented Applications Manager. The Applications Manager is responsible for planning, coordinating, and overseeing the execution of applications development processes and procedures in the design of systems and the development of business requirements, program specifications, systems test plans, and process flow diagrams. The Applications Manager will work across SCC departments, including managing an applications development team to deliver solutions on time, within scope, and on budget. The Applications Manager position offers a hybrid work schedule (typically 3 days in office and 2 telework days each week) as well as a variety of professional development and training opportunities.
Essential functions of this position include, but are not limited to, the following:
- Overseeing and directing the work performed by applications staff
- Serving as a subject matter expert and influencer in project meetings for applications and providing thought leadership in meetings
- Providing technical leadership and guiding staff on work assignments, technology tools, methodologies, and career development
- Planning and managing technology design, development, modification, testing, debugging, and implementation
- Managing, monitoring, planning, scheduling, and coordinating the daily operation of technical support, including installations, upgrades, enhancements, monitoring, troubleshooting, configuration, tuning, and storage planning
- Preparing necessary procurement documentation for technology products and consulting services; participating in the vendor selection process; and monitoring and evaluating consultants’ performance
- Participating in the development of the technology strategic plan and portfolio
- Monitoring significant trends in technology and security
- Managing the preparation of technology decision briefs and impact analysis documents and recommendations
- Managing, coaching, developing, training, and evaluating staff
- Performing related work as required
Preferred Qualifications
- Eight (8) or more years of professional experience managing applications development teams
- Considerable experience in coding, managing, and implementing software development projects
- Considerable experience and proficiency with Microsoft (MS) Visio, SharePoint, PowerPoint, Dynamics, Visual Studio, and Office Applications
- Considerable experience and proficiency with C#.Net, VB.Net, ADO.Net, Oracle/SQL
- Experience using Azure DevOps for agile software development and work item tracking
- Bachelor’s degree in information technology, computer science, information systems, or a related field is preferred but not required with considerable qualifications
- Considerable knowledge of the principles, practices, and techniques of systems development, design, and programming language tools
- Exceptional communication skills, with the ability to express and understand ideas clearly, both verbally and in writing
- Aptitude for problem-solving
- Ability to manage, develop, train, coach, and evaluate staff
- Ability to work in a fast-paced environment with multiple priorities to accomplish defined goals
- Ability to work collaboratively across departments
