Under the general direction of the Director of Public Works/Village Engineer, the Civil Engineer performs engineering activities relating to private developments and public works projects, reviewing plans and documents, managing requirements of the Village’s MS4 permit, and performing other engineering functions. They will also provide indirect supervision to Engineering Technician and Engineering Intern.- Prepares and reviews plans, surveys, and all bid documents related to storm sewer, streets, traffic control, signs, pavement markings, and special public works projects to assure accuracy and compliance with standards.
- Coordinates development of, prepares, and reviews engineering plans, specifications, and cost estimates for public improvement projects; coordinates required advertising for bids; reviews construction bids; and, makes recommendations based on lowest bid and competency of vendors and consultants. 
- Performs engineering oversight on various construction projects; schedules projects; coordinates daily activities; ensures compliance with plans and specifications; provides technical oversight; inspects work in progress; administers contracts; documents work performed; and, measures quantities.
- Recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.   
- Consults with members of other departments regarding departmental or Village-wide requirements and solutions; facilitates the resolution of problems.
- Assists with preparation and monitoring of project budgets; reviews and authorizes requests for payment and change orders; tracks and documents project and/or program costs.
- Works with other Engineering staff on projects and surveys; confers with, and may direct the work of Village staff on a specific project, as required.
- Reviews and evaluates plats, parcel maps, easements, records of survey, rights-of-way and associated permits, subdivision, and construction plans; provides engineering design and code information and ensures that designs meet accepted industry and legal standards.
- Uses computer and software programs for various technical modeling, calculation, computer-aided drafting, and similar engineering projects and studies.
- Prepares a variety of written communications, including analytical reports and correspondences.
- Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices.
- Performs other special projects and other job duties as assigned or required during regular and non-business hours.
- In the absence of the Director of Public Works/Village Engineer provides assignments, instructions and guidance to Engineering Technician, Engineering Intern, and Administrative Specialist.
- All other duties as assigned.
- Regular full-time attendance at this position is required.

PERIPHERAL DUTIES
- Attend Board of Public Works meetings and other public meetings as required; provide direction and reporting to the Board as needed.
- Serve as a member of various employee or other committees as assigned.


DESIRED MINIMUM QUALIFICATIONS

Education and Experience:
- Graduation from an ABET-accredited college or university with a Bachelor’s degree in civil, construction, environmental, or biological systems engineering, or a related field is required;
- A minimum of six (6) months of professional engineering is required.
- Any equivalent combination of education and experience that can be demonstrated to result in the possession of the necessary knowledge, skills, and abilities.

Necessary Knowledge, Skills and Abilities:
- Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; knowledge of applicable Village policies, laws, and regulations affecting department activities.
- Basic drafting, surveying, and flagging knowledge and abilities.
- Ability to prepare, organize and maintain engineering field and office data, reports and systems.
- Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, Village officials and the general public.
- Ability to establish and maintain effective working relationships with employees, other departments and the public.
- Ability to understand and carry out written and oral instructions.

SPECIAL REQUIREMENTS
- Registration as a Wisconsin professional engineer (PE) or the ability to obtain within 6 months of employment.
- Must possess a valid State driver’s license or have the ability to obtain prior to employment. 
- Must be physically capable of moving about on construction work sites and under adverse field conditions.TOOLS AND EQUIPMENT USED
Personal computer, including word processing, spreadsheet, and data base and computer-aided-design software; tablet; standard drafting tools; pipe locator; engineering calculator; motor vehicle; phone; mobile radio; surveying equipment.

Work is performed in both outdoor and office settings. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office and field equipment.

While performing the duties of this job, the employee is required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.  The employee frequently is required to stand and talk or hear. The employee is also required to sit; climb or balance; stoop, kneel, crouch, or crawl.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee will work in outside weather conditions, including inclement weather. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.

The employee must be able and willing to work overtime as necessary.

The noise level in the work environment varies from quiet to moderately loud.
