Role Overview
The Network Construction Project Manager (Fiber & Small Cell) is responsible for planning, coordinating, and delivering fiber and small cell construction projects. This role requires proficiency in managing multiple projects simultaneously, coordinating with internal and external stakeholders, and ensuring builds are delivered on time, within budget, and in compliance with safety and quality standards.
The Project Manager will create vendor work packages, oversee construction schedules, manage vendors and inspectors, resolve field issues, and track project deliverables. The role supports the Network Construction team in achieving key KPIs such as on-time installs, fiber completions, and vendor/vehicle safety, while ensuring alignment with company standards and values.
Key Responsibilities
Create work packages for vendors and coordinate construction schedules.
Oversee vendor and inspector communications to resolve field issues.
Manage construction timelines, milestones, and budgets.
Collect, analyze, and report on project data to track progress and identify variances.
Prepare and process purchase orders (POs) and contractor invoices.
Assist with project financials: forecasting, vendor PO management, and invoice resolution.
Support administrative tasks such as correspondence, invoicing, and project tracking.
Maintain regular communication with management regarding issues before they become critical.
Attend cross-functional meetings and update company tools with project details.
Ensure service delivery, safety compliance, and proper closeout package completion.
Required Experience & Skills
Minimum 3 years of telecommunications or wireless construction experience.
General knowledge of Outside Plant (OSP) Construction (aerial & underground).
Experience with small cell construction techniques.
Familiarity with test equipment (OTDR, PIM, SWEEP).
Working knowledge of NESC, NEC, and OSHA standards.
Strong organizational and multitasking abilities to manage multiple projects.
Proficiency in MS Office, Excel, and SmartSheets.
Excellent communication skills and ability to work with engineering, permitting, regulatory, operations, and delivery teams.
Customer service mindset with problem-solving focus.
Ability to interpret construction drawings and manage construction crews.
Understanding of the 811 utility location process and safe sub-surface construction practices.
Education & Certifications
High School Diploma required.
Valid driver’s license required.
OSHA 10 certification preferred.
Other Requirements
Strong knowledge of budget development and execution.
Understanding of construction management processes.
Ability to diagnose workflow problems and implement timely remedies.
Strong interpersonal skills and ability to collaborate with cross-functional teams.
Working Conditions
Field Work (40%): Travel to project sites with exposure to heavy equipment and environmental conditions.
Office Work (60%): Standard office setting with no exposure to adverse environmental conditions.
