Duties
- Supervises risk management, patient safety, systems redesign, infection control, external peer review program, boards of investigation, external peer review program, quality metrics, internal control reports, and other programs which are or may be assigned by the Director.
- Coordinates the integrated relationship of these programs to each other and with the total LAJVAMC to minimize duplication and clarify respective functions.
- Monitors the status of all special, regular and planned programs impacting quality of patient care at system facilities.
- Monitors areas related to improving the quality of care and assures effective systems are in place.
- Develops procedures to implement and ensure regular review of meeting minutes for all administrative and clinical committees and service meetings.
- Ensures continuous readiness and compliance for various external site reviews including The Joint Commission (TJC), Office of Inspector General (OIG), Commission on Accreditation of Rehabilitation Facilities (CARF), Community Living Center (CLC) Survey, and Office of Medical Inspector.
- Collaborates with the chairs of key system committees to develop compliance review schedules. Quality Management and Performance Improvement -
- The incumbent collaborates with executive leaders to formulate facility quality management policy, develop, implement, and evaluate management systems, and establish institutional performance improvement and resource management priorities.
- Analyzes services provided and organizational resources to determine alternative resource allocations and make recommendations to executive leadership.
- Provides performance improvement direction and advice to various system committees and follows up on recommendations to LAJVAMC executive boards and committees to ensure the timely resolution of identified problems.
- Prepares performance improvement agendas and briefs for the Executive Leadership Board (ELB), highlighting issues and progress. Provides oversight for major performance improvement projects, collaborating with LAJVAMC management to ensure full implementation of recommendations, as well as VHA mandates.
- Educates and trains staff on performance improvement methodology and evaluation. 2 Leads and coordinates the development and modification of clinical and administrative programs and advises executive management on a wide variety of issues affecting the delivery of care.
- Consults with service chiefs, committee chairpersons, and program managers to develop and execute service and program strategies that align with LAJVAMC Strategic Plan and VHA Performance Measures.
- Assists services or committees to identify problems within the service or with cross services, develop analytical studies, analyze the data, and recommend changes or corrective actions.
- Develops data collection procedures and coordinates with executive leaders and stakeholders to recommend new courses of action.
- Responsible for the facility Strategic Plan and performance improvement, and as delegated by the Director, to request program information relevant to performance improvement from any services or other units, to enter discussions concerning the program with program officials and service chiefs, and to recommend program changes to enhance performance improvement and related programs.
- Develops, implements, and monitors the LAJVAMC performance improvement tracking program and management monitoring systems to evaluate LAJVAMC programs and ensure efficiency and effectiveness.
- Reviews the performance improvement monitor system to assure the process meets TJC standards, is meaningful and that a plan of action exists for correction of problems revealed.
- The incumbent assures compliance through follow-up on the implementation of action plans, concurrent and retrospective studies.
- Maintains an information reference base of TJC and VA Central Office (VACO) performance improvement materials with all current standard and manuals.
- Maintains and assures the confidentiality of performance improvement material, determines the information content to be disseminated, and informs necessary staff of these matters to ensure discretion and prudence.

Qualifications
Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the GS-13.
- A degree with a Major Study area Hospital Administration, Public Health Administration, or related (Transcripts Required)
- OR
- Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
- OR
- Completed an agency-sponsored on-the-job training program that included a formal individualized training plan. The training program was conducted in an operating health care system and included Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
- Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
- Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
- Ability to define a project scope and goals through a collaborative process and provide consultation to executive, service line, and program leadership; comprehensive knowledge of healthcare utilizing standardized tools, methods, and principles such as Lean and Six Sigma; skill as an excellent communicator which includes the ability to listen well, write with clarity, and speak effectively to small and large groups.
