The Senior Management Analyst serves in the Office of Executive Review (OER), Office of the Under Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA). Performs a variety of analytical, planning, and evaluative, and advisory work related to the coordination and management of legislative functions and executive communications, including facilitating responses to Congressional inquiries. EDUCATION: There is no education substitution for the GS-14 grade level. RESPONSIBILITIES: Manage Complex Executive Review Actions: Independently coordinates, analyzes, and completes highly complex tasks requiring integration of multiple documents, inputs, and reviews across VBA offices, including congressional correspondence, legislative matters, and regulatory actions.

Oversee Quality and Timeliness of Official Correspondence: Reviews, validates, and consolidates responses to formal and informal inquiries to ensure accuracy, completeness, compliance with agency processes, and timely submission to leadership and external stakeholders.

Develop and Consolidate Senior-Level Decision Documents: Prepares, reviews, and consolidates VBA comments, briefing materials, position papers, and sensitive documents ­such as equitable relief packages-for approval by senior leadership in the OUSB.

Lead Legislative Analysis and Coordination: Monitors, reviews, and analyzes proposed legislation affecting VBA; tracks bills through congressional processes; coordinates technical assistance and legislative proposal packages; evaluates implications; and briefs senior leadership on impacts and recommended actions.

Coordinate Regulatory Development and Oversight: Monitors and reviews regulatory actions initiated by VBA program offices; ensures regulatory documents meet substantive, legal, and administrative requirements; identifies process gaps; and coordinates responses to regulatory concerns raised inside or outside VA.

Facilitate Cross-Agency Collaboration and Conflict Resolution: Serves as liaison among internal and external offices to reconcile differing positions, resolve operational conflicts, and secure timely concurrence on legislative, regulatory, or policy matters.

Prepare and Support Congressional Engagements: Coordinates and develops testimony, briefing books, and position statements; prepares senior VBA officials for congressional hearings; and supports briefing efforts with congressional staff and members on issues involving VBA programs and benefits.

Lead and Participate in Cross-Functional Teams: Serves as team leader or member on task forces and working groups; represents VBA on VA-wide initiatives; provides updates to leadership; and advances collaborative solutions across multiple program offices and administrations.

Provide Training, Mentoring, and Technical Guidance: Supports the development of junior staff, provides feedback on work products, trains others on processes and standards, and offers expert technical advice on proposed policies, procedures, and management practices.

Conduct Management, Quality Assurance, and Special Studies: Develops internal controls, quality management practices, and process improvements for OER and OUSB; conducts sensitive or confidential studies; recommends corrective actions; and may serve as Acting Director, OER, when assigned.

This is not a bargaining unit position QUALIFICATIONS: To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/31/2026.

TIME-IN-GRADE REQUIREMENT : As a current Federal GS employee you must meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS- 14 Grade Level:

Specialized Experience: Specialized experience demonstrates ability to manage high visibility, executive correspondence, and internal coordination functions in support of senior leadership. Managing internal actions related to Congressional briefings and communications ensuring accuracy, timeliness, and alignment with enterprise processes and requirements. Leading interdisciplinary teams or workgroups; coordinating studies; managing complex projects; and providing authoritative advice, briefings, and reports to senior executives.

Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements : Work is primarily sedentary, although some slight physical effort may be required.
