The incumbent serves as a Supervisory Program Analyst, Lead Project Manager (PM) in the Facilities Directorate, Office of Mission Support (OMS), Veterans Benefits Administration (VBA). The incumbent reports to the Director of the Facilities Directorate. The OMS Facilities Directorate is responsible for all facilities development (planning and design), construction, leases, facilities operations, construction budget development and out-based facilities management assignments. EDUCATION: There is no education substitute at this level. RESPONSIBILITIES: Specific duties include:
Leads OMS Facilities projects by performing technical reviews of engineering packages; coordinating the ordering, delivery, and installation of furniture/support equipment; ensuring orders are executed and associated procurement requests are issued; and provides technical oversight during project construction for quality assurance.
Supervises and develops team tasks, set program priorities, and establish schedules for work completion in accordance with the guidance of the supervisor. Actively participates in the execution of a wide variety of facilities project management activities to ensure that project managers are managing their projects' time, cost, and scope in accordance with planned estimates and objectives.
Performs reviews and analyses of facilities management and construction projects through initiating, planning, execution, control and close out phases. By monitoring and controlling project progress, actions can be taken to keep project performance on track with respect to time, cost scope and quality.
Researches, organizes, and develops cost and workload data and prepares capital investment applications for major projects that are aligned with the Department's organizational goals. Assists in the formulation of related construction and general operating funds and resource commitments.
Manages programs, operations, policies, and objectives in accordance with Federal Property Management Regulations, construction processes, legislative and regulatory policy, and the effect on project initiatives.

TIME-IN-GRADE REQUIREMENT : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience: Specialized experience is defined as experience equivalent to the GS-13 level in the Federal service related to facilities management (building services, budgeting, capital asset management, and leasing). This includes applying facilities management and project planning (long and short-range planning and analyses). Examples of specialized experience include but are not limited to:
Coordinating and interpreting project execution (project schedule, risk assessments, and performance measures).
Implementing project communication plans (written proposals, and status briefings); and
Collaborating with project teams and other stakeholders (acquisition, minor construction budget requirements, and contractors/vendors) as necessary to assure proper decisions are made and project success.
Volunteer Experience : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
