As a Management and Program Analyst, you will perform data analysis and quantitative research to provide critical and timely information to Asylum Division leadership and stakeholders that will inform process improvements and management of the Division's workload and goals.Qualifications:The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/11/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/11/2026.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
  • Assisting with data management and analysis to help management make important operational decisions, using data management systems such as Tableau, databricks, or SQL;
  • Performing statistical analysis relevant to laws or other guidance to analyze problems within an organization;
  • Assisting with program studies to evaluate the effectiveness and efficiency of the program;
  • Responding to policy and program inquiries.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
  • Performing data management, data analysis, and business intelligence capabilities to inform management on the development of guidelines or regulations;
  • Leading program studies to evaluate the effectiveness and efficiency of the program using data management systems such as Tableau, databricks, or SQL;
  • Examining trends in new laws and regulations to determine effects on programs.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
  • Advising management of conditions and issues which affect program activities and providing guidance on interpretation or implementation of legislation, regulations or procedures;
  • Analyzing data, interpreting and identifying findings, and reporting or sharing the information in a clear and concise manner for a targeted audience;
  • Developing studies to evaluate the effectiveness of programs in meeting established goals, measures, or objectives using data management systems such as Tableau, databricks, or SQL.

You will receive credit for all qualifying experience, including volunteer service.
Education:EDUCATIONAL SUBSTITUTION: There is no educational substitution at these grade levels.

Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
