Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Strategic Planning and Analysis Directorate, located in Washington, D.C.

Qualifications:

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Applying analytical tools and methodologies to independently resolve complex planning, evaluation, and resource allocation problems across multiple management levels.
  • Directing team studies by utilizing advanced qualitative and quantitative methods to evaluate program effectiveness and achieve established goals and objectives.
  • Organizing and coordinating systematic analytical efforts by providing written and oral reports with conclusions and recommendations to supervisors, managers, and executives within internal and external organizations.
  • Converting program goals into specific and measurable deliverables, milestones, and schedules by managing programs to ensure timely delivery of quality products within budget.
  • Utilizing standard computer programs and specialized systems to develop and maintain electronic files, presentations, and spreadsheets that concisely present findings and recommendations for program and project management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/27/2026.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
  • Working for the U.S. Government as a federal civilian or as a member of the military
  • A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
  • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Responsibilities:

In this Management and Program Analyst role, you will become a key team member of Homeland Security individuals involved in performing the broadest and most significant types of review and management analysis embracing all areas of administrative resources in support of Border Patrol Headquarters.

This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).

Typical duties include:
  • Serving as a Government Purchase Card Holder, procuring goods and services for the organization efficiently and in accordance with agency policies, and maintaining comprehensive records to ensure compliance and audit readiness, while acting as Contracting Officer's Representative (COR II/III), providing oversight of contractor performance by monitoring deliverables and maintaining documentation.
  • Leading and coordinating strategic communication related activities, managing logistics, agendas, and follow-up actions to facilitate effective collaboration and communication across the Directorate.
  • Providing expert analytical support to management, advising on planning methodologies, policy development, and procedural improvements, and collaborating with stakeholders at all levels to advance mission-critical initiatives.
  • Serving as the primary SharePoint and knowledge management lead for the branch, developing and maintaining communication channels, tasking workflows, and technical solutions to enhance information sharing and operational efficiency.
  • Serving as the Directorate's expert and lead consultant on all human resources functional areas, providing authoritative guidance and innovative solutions to complex workforce challenges while independently assisting division leadership in the creation and reviewing of Position Descriptions (PD).
