Job Description

Union County is seeking a detail-oriented and self-motivated Field Assessor to join our Assessment Office. This position is responsible for performing field assessments of County properties to determine fair market value for taxation purposes and for gathering occupational tax data. The ideal candidate MUST be proficient in Microsoft Excel and Microsoft Word, including the ability to create, format, use formulas, sort and filter data, mail-merge documents for distribution, and create reports.

Starting Pay Rate

  • $19.04/hour – In Training (no current CPE Certification)
  • $21.10/hour – Certified Pennsylvania Evaluator (CPE)

Candidates without current CPE Certification must obtain certification as a Pennsylvania Evaluator (CPE) within three (3) years after hire and must be able to attend 4–5 weeks of training in Harrisburg to become (CPE) certified.

Essential Duties And Responsibilities

  • Conducts field inspections of new and existing properties to determine fair market value for tax billing purposes.
  • Gathers and records property data including measurements, sketches, photographs, and other features affecting valuation.
  • Reviews property records, sales data, ownership information, and other relevant documentation.
  • Calculates appraised values and maintains uniformity and equalization across properties.
  • Inputs field and appraisal data into the County’s computer systems and generates related reports.
  • Provides information to property owners regarding assessments, valuation processes, and tax regulations.
  • Defends appraisal values at appeal hearings and provides supporting documentation as required.
  • Updates and maintains assessment and appraisal databases, records, and files.
  • Operates a County vehicle to travel to properties throughout the County.
  • Maintains current knowledge of laws, regulations, and procedures related to property assessment.

Minimum Qualifications

  • Education: High school diploma or GED required; vocational/technical training in property assessment preferred.
  • Experience: Minimum of two (2) years of experience in real estate appraisal or property assessment, or an equivalent combination of education and experience.
  • Licenses/Certifications:
    • Valid Pennsylvania driver’s license required.
    • Must obtain and maintain the Certified Pennsylvania Evaluator (CPE) designation within three (3) years of hire.

  • Ability to accurately collect, analyze, and interpret property data.
  • Strong mathematical and analytical skills.
  • Effective verbal and written communication abilities.
  • Skilled in operating computers and standard office software.
  • Ability to handle fieldwork in various weather and environmental conditions.
  • Strong attention to detail and ability to maintain fairness and accuracy in property assessments.

Working Conditions

This position requires fieldwork and exposure to outdoor elements such as dirt, dust, humidity, rain, and temperature extremes. Moderate physical effort is required, including walking, bending, and occasional lifting of up to 20 pounds.
