Summary
As a Criminal Investigator with the US Office of Personnel Management, Office of the Inspector General, Office of Investigations, you will assist with criminal, civil, and administrative investigations involving fraud, waste, abuse, and illegal activity affecting OPM programs and operations.
Duties
Assists in planning and conducting criminal, civil, and administrative investigations involving suspected fraud, waste, abuse, and illegal activity affecting OPM programs. Reviews allegations, records, claims, financial information, and other case data to identify fraud indicators, investigative leads, and evidence. Assists with interviews of witnesses, subject-matter experts, program officials, and other sources to obtain information and verify facts. Coordinates routine investigative steps with supervisors, senior agents, law enforcement partners, program offices, and Federal Employees Health Benefits carriers. Prepares investigative plans, case updates, written reports, interview summaries, and documentation of investigative actions for review. Participates in law enforcement activities, including surveillance, warrant operations, evidence collection, arrests, searches, and required training. Enters and maintains case information to support investigative timeliness, reporting requirements, and compliance with investigative standards.

This position is not eligible for inclusion in a bargaining unit Law enforcement availability pay (LEAP): in the amount of 25% is approved for this position. Possess uncorrected visual acuity of no worse than 20/100 binocular. Possess corrected visual acuity of 20/20 or better in each eye. (Note: Lasik, ALK, RK, and PRK corrective eye surgeries are acceptable eye surgeries for Special Agent applicants. Applicants will be considered eligible for the Special Agent position provided specific visual tests are passed. The following are waiting periods for visual tests: Lasik-3 months after surgery, PRK-6 months after surgery, and ALK and RK-one year after surgery). Hearing loss, as measured by an audiometer, must not exceed 30 decibels (A.S.A. or equivalent I.S.O.) in either ear in the 500, 1000,and 2000 Hz ranges. Be less than age 37 at the time you receive a conditional offer of employment, unless you have previous service in a Federal Civilian Law Enforcement position covered by special law enforcement or firefighter retirement provisions, including early or mandatory retirement. Applicants with veteran's preference must receive a conditional offer of employment prior to reaching age 40 to continue in the application process. Submit to a drug test prior to your appointment and random drug testing while you occupy the position. Disclose any prior drug use, attempted use, and/or experimentation. Carry and use a firearm. Maintaining firearm proficiency is mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside. While training, selectees will be partnered with an experienced Criminal Investigator for training before and after completing 12 weeks of intensive training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. Failure to pass the training program may result in termination from federal service.
Qualifications
Applicants must have one of the following: One year of specialized experience at the GL-7 (or equivalent) level planning and conducting investigations of allegations of suspected violations of fraud, criminal statues; interviewing witnesses and preparing written reports. A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. An equivalent combination of education and specialized experience. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirements for the GL9 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
