Summary

As a Supervisory Personnel Security Specialist at the GS-0080-14, you will be part of Office of Personnel Management's Suitability Executive Agent Programs. If selected, you will serve as an expert on suitability adjudications and supervise staff responsible for administering OPM's suitability adjudications program and other personnel vetting activities to include the processing of suitability adjudicative actions that have not been delegated to agencies.

Duties

Recommends policy and procedures relating to vetting, provides operational guidance, and translates policy into operational guidance. Reviews and/or provides guidance in processing of certain cases, such as those involving complex, potentially controversial, or sensitive issues. Works with subject-matter experts to obtain and interpret data and decides the most effective manner to communicate findings and results, which can be used to develop major reports on SuitEA and personnel vetting. Develops or provides advanced level personnel vetting advice and assistance into the development of new and innovative methodologies to modernize and make the suitability, fitness, and credentialing adjudication process more efficient and effective for Federal agencies and internal SuitEA operations. Prepares materials and responses to requests and inquiries on matters related to SuitEA, including congressional testimony and requests for information, or replying to inquiries and correspondence referred from other Federal organizations. Responds to inquiries and requests for information, and participates in various internal and external meetings, conferences, boards, and councils. Assigns work to subordinates based upon priorities, consideration of difficulty, requirements of assignments, and capabilities of employees. Provides advice, counsel, or instruction to individual employees on both technical and administrative matters.

Requiremennts

Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Candidates will not be hired based on their race, sex, color, religion, or national origin Complete the initial online assessment and USAHire Assessment, if required You will be required to report to an OPM assigned office. This position is not eligible for inclusion in a bargaining unit

Qualifications

For the GS14: Applicants must have one year of specialized experience at the GS-13 grade level in the Federal Government (or equivalent) performing ALL of the following: 1) Providing oversight and guidance on agency favorable suitability and fitness determinations to ensure compliance with applicable laws, regulations, and personnel security policies; and 2) Recommending vetting policy and procedures and translating legal and policy requirements into operational guidance; and 3) Reviewing and guiding the processing of cases, including those involving complex, potentially controversial, or sensitive issues, or those that warrant a government-wide debarment; and 4) Analyzing adjudication program operations, identifying process improvements, or preparing reports, briefings, or responses related to personnel vetting activities. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
