Summary

This position is part of the National Archives and Records Administration, Office of the Federal Register (OFR). The incumbent carries out assignments designed to further develop and fine-tune technical skills and judgmental aspects of the work associated with the Unit to which the employee is assigned, and the overall operations of the OFR.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Technical Writer-Editor, you will:

  • Properly manipulate the contents of documents and of Federal Register publications to ensure legally effective, timely, and accurate publication of them.
  • Manage work, whether done independently, as a team member, or in leading others, to achieve timely, accurate publication of all documents and accomplish all program goals.
  • Understand and appropriately address customer needs associated with all aspects of the Federal Register publication process in fulfillment of the Office of the Federal Register's program responsibilities.
  • Understand and properly use the technical resources available for, and associated with the Federal Register publications processes, including information technology, legacy systems, and other technical resources.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Work is sedentary.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for theGS-09: You must have at least one year of experience at the GS-07 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience:

  • Analyzing technical and/or complex written documents developed by others, to confirm compliance with regulations, policies and/or procedures; AND
  • Reviewing written documents for adherence to style, formatting and grammatical requirements; AND
  • Communicating information to internal and/or external audiences.

OR

  • EDUCATION: Master's or equivalent graduate degree OR
  • 2 full years of progressively higher level graduate education leading to such a degree OR
  • LL.B. or J.D.
  • Education MUST be in a related field and must include a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

OR

  • COMBINATION: You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience. Credit will be given for partial experience so long as specialized experience and or required education or training meet or exceed the minimum level required for the position. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-09, you must have been at the GS-07level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
