Summary

This position is part of the National Archives and Records Administration, Fort Worth Federal Records Center. Under the supervision of the Director of the Federal Records Center (FRC) and working closely with Operations Branch (AFO) and facility management personnel, incumbent has responsibility for managing and coordinating the functions relating to the creation, control, transfers, security, storage, maintenance, and disposition of federal records carried out at the facility.

As a Supervisory Archives Specialist, you will:

  • Make recommendations on determining personnel resource requirements and selection of personnel; changes in workflow and operating procedures; quality review programs; disciplinary actions; establishment, issuance, and application of performance standards for performance appraisals and award recommendations.
  • Review each transfer of records proposed by agencies.
  • Perform duties related to the disposition of Federal records and other materials stored in the Federal Records Center.
  • Analyze Federal Records Center operations and Federal agency policies, procedures, and programs as they impact the FRCP program.
  • Negotiate with Federal agencies for the transfer of records, preparation and arrangement of records prior to transfer, and restrictions on access to records.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • The work requires sitting, standing, walking, and lifting. Work requires the physical examination of records in any of the record groups located throughout the Center. The incumbent may be required to lift boxes weighing up to 50 pounds, climb caster-equipped ladders, and transport records on moving equipment.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-11, you must have one year specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level that is directly related to the position and has equipped the candidate with the particular knowledge, skills, and abilities to perform the duties of the position. Specialized experience for this position includes:

  • Leading a small component of a team, program, or project; AND
  • Analyzing records storage methods to preserve records; AND
  • Developing and implementing plans and procedures to maximize space utilization of record storage.

OR

  • You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher graduate level education leading to such a degree, or LL.M., If related.

OR

  • You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Note: All graduate level education must be in a related field of the position to be filled.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F):

Time-in-Grade: For the GS-11, you must have been at the GS-09 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
