Summary

This position - located at the Oklahoma City VA Health Care System - Supply Chain Management Service - is assigned as the Assistant Chief Supply Chain Officer and serves as a senior logistics management expert for the VA HCS - an extremely large and complex medical facility that includes multiple hospitals - numerous community based outpatient clinics (CBOCs) and other health care activities.

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 04/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to...responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management - purchasing - transportation - distribution - inventory management and control - expendable and non-expendable equipment - and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level - candidates should possess experience in overseeing and managing a group with a variety of occupations and subordinate supervisors.. Preferred Experience: Minimum of 4 years of logistics supervisory experience in NX - EX - or Acquisition within the Department of Veterans Affairs You will be rated on the following Competencies for this position: Acquisition Strategy Administration and Management Financial Management Leadership Manages Human Resources Planning and Evaluating Problem Solving Technical Competence Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; however - the position is required to participate on environment of care rounds - Internal and External Quality Reviews - and external auditor site visits. These reviews include a review of work areas including warehouse - supply areas that require personal protective equipment such as operating room and lab - and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing - walking - and/or maneuvering around moving or otherwise hazardous equipment such as forklifts - pallet jacks - and cart washers. Work area is adequately lighted - heated and ventilated. May require occasional travel. Duties

  • The Assistant Chief Supply Chain Officer serves as the alternate to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the supply chain management (SCM) program with the direction and opinion of this role having the same authority given to the Service Chief
  • Major duties and responsibilities include: Directs all supply management - material management - production control activities Integrates and aligns acquisition - delivery and management of supplies - equipment and services to ensure the successful delivery of patient care Analyzes the supply chain developing actions as a result of analysis results - metrics - quality assurance/compliance - operating practices - and reporting Conducts strategic planning and quality management of the equipment and leasing programs Plans and coordinates with fiscal - acquisition - clinical and administrative operations in the managing and integrating of supply chain operations
  • Oversees the planning and coordination of periodic inspections - inventories and change of hand receipt accounts Conducts cost-benefit analysis for procurements through the total supply chain Develops - implements and evaluates the logistics and property accountability plans and policies for the organization Leads the development of long range plans and consolidated requirements into acquisition strategies for services - supplies and equipment
  • Conducts audits - compliance reviews and program effectiveness/efficiency reviews of all logistics activities Oversees procurement package assembly - submission in an electronic databases - and coordination with Contracting Department Analyzes requirements - develops forecasts - directs re-allocation and provides guidance for the execution of funds Utilizes financial information to match projected expenditure rates with acquisition lead times and anticipated workloads Plans - organizes and assigns work to subordinates engaged in logistics and property management through subordinate supervisors Participates on or leads various national workgroups that are established to improve and re-engineer logistics operations - systems and policies Provides advice and counsel to employees and subordinate supervisors relative to work and administrative matters Prepares requests for filling vacancies to meet workload requirements Performs other related duties as assigned Work Schedule: Monday-Friday - 7:30am-4:00pm Telework: This position may be authorized for AD-HOC telework
