Qualifications
To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 06/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: 1) Apply complex fact finding - analytical and problem-solving methods and techniques for a program including multiple projects of various timelines and goals; 2) Review data - present alternatives - make recommendations - and assist with developing problem resolutions; 3) Develop program milestones - tasks - schedules - and detailed plans; 4) Ensure compliance with established policies - practices and procedures; and 5) Communicate effectively with employees at all levels within the Medical Center and with outside agencies. NOTE: Experience must be fully documented on your resume and must include job title - duties - month and year start/end dates AND hours worked per week. You will be rated on the following Competencies for this position: Administration and Management Program Management Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Duties
- As the Program Analyst - you will: Perform duties related to the program and service necessary to support CPIVH Develop program milestones - tasks - schedules - and detailed plans for various partnership internal and external Review projects/programs to ensure minimal disruption to workers and operations to finish in a timely manner Participate in planning sessions - maintain productive written and oral communication with partners and staff Reports status and progress to senior leaders and recommends adjustments if necessary Provide guidance for internal and external partners to improve Pacific Veteran care Use quantitative and qualitative measurements to analyze and evaluate the effectiveness of program operation to meet goals/objectives Perform cost benefit and economic evaluation of programs and projects Serve as the programs' technical representative for contract administration & serve on the contract panel to evaluate bids and proposals Monitor the technical work of the contractor - assure quality - and inspect deliverable throughout the process Work Schedule: Monday through Friday - 6am to 2:30pm Telework: This position may be authorized for telework - ad-hoc at the supervisors discretion
